The Ministry of Environment and Forestry's Department of Measurement and Inspection Environmental Reference Laboratory operates a mobile laboratory for water, wastewater, soil, and waste analyses in accordance with environmental laws. The laboratory performs inspections and monitoring studies in various water bodies and wastewater treatment plants, analyzing parameters such as temperature, coliform levels, dissolved oxygen, chloride ion, and more. The laboratory is equipped with essential tools and equipment for sample analysis and provides support for water pollution control.

MOBILELABORATORY under the ENVIRONMENTAL REFERENCE LABORATORY • ERL would perform water, waste water, soil, sediment, waste, waste oil and fuel analyses in the content of environmental laws. • ▪ERL performs River Basin Monitoring studies and inspection of facilities with 3 Mobile Water/Waste water Laboratories which were obtained from EU funds in 1993. • These monitoring studies planned as yearly programs

Inspection and Analyses About By-Law on Water Pollution Control (No.20748, 1991) The ML carries out Inspections to river basins and to some provinces with cooperation of the other departments of General Directorate of Envıronment Management. Samples from these inspection are analyzed in the ML, the parameters which can not be anlyzed are taken to Environmental Referance Laboratoryin appropriate storage conditions and analyzed there.   13. ACTIVITIES IN 2009 Monitoring activities : • In Büyük Menderes River basin monitoring study in 13 points were carried out. • Data obtained from this activities were used in the “Capacity Building Support to the Water Sector in Turkey ” project.

ACTIVITIES IN 2009 The purpose of the project was to assist Turkey inthe water managementin accordance with the EUwater legislation, in particular the WFD(2000/60/EC), Urban Wastewater Treatment Directive (UWWTD 91/271/EEC) and DangerousSubstances Directive (DSD 76/464/EEC) anddaughter directives in order to reinforce Turkey’s accession to EU and thus provide support to the water sector. This project had been executed fromDecember 2007 till March 2010.

ACTIVITIES IN 2009 Anatolia Watershed Rehabilitation Project • The aim of the project is to implement good agriculture practices in order to decrease the entrance of the pollutants to the surface and groundwater to Kızılımak and Yeşilırmak river basins. • In these river basins ML monitored nitrogen and phosphorus and other pollutants.

ACTIVITIES IN 2009 • The objective of the project is to introduce sustainable natural resource management practices in 28 river basins in Anatolia and Turkey’s Black Sea region and thereby raise incomes of communities affected by resource degradation. • encourage local communities to take responsibility for planning and implementing an integrated approach to sustainable resource management in selected river basins; • introduce communities to more environmental friendly farming and forestry production practices that raise land productivity, release pressure on marginal land and improve household income; • help reduce nutrient discharge from agricultural sources into the Black Sea; Anatolia Watershed Rehabilitation Project

  18. strengthen the policy formulation and regulatory capacity towards meeting European Union (EU) standards for agricultural nutrient pollution control; • improve the overall framework for river basin planning and management in the context of EU directives on water; • strengthen institutional capacity to promote sustainable natural resource management and raise public awareness on resource degradation issues. ACTIVITIES IN 2009 Training activities • Training of sampling • Provincial Directorates of MoEF; • Authorized laboratories; (public and private)(292 people) ML gives this sampling training to take consider in to the Communiqué on Methods of Sampling and Analysis stated in the By-Law on Water Pollution Control (No.27372, 2009) and people who takes this training are certified.

FUTURE PLANNING ACTIVITIES Activities in cooperation with General Directorate for Environmental Management Department of Marine and Coastal Management • In marine water, to determine the pollution arised from deep marine discharge and salmon farms both of the departments will carry out a study in May and October 2010.

  26. FUTURE PLANNING ACTIVITIES MONITORING ACTIVITIES • The monitoring strategy of the Laboratory will be updated in the scope of WFD and Capacity Building on Water Quality Monitoring Project. The monitoring programme in determined points in Büyük Menderes Pilot Basin has begun in 2010.

FUTURE PLANNING ACTIVITIES Anatolia Watershed Rehabilitation Project • Mobile Water/Wastewater Laboratory has also been making analyses and monitoring studies in the basins defined in “Anatolia Watershed Rehabilitation Project” for every three months since 2004. The data obtained from these studies has been sent to General Directorate for Environmental Management Department of Marine and Coastal Management in order to be evaluated and reported. • The project has been commenced on June 01, 2004 and will be finalized on June 30st, 2012.

FUTURE PLANNING ACTIVITIES • The overall objective of the project is to achieve a good environmental status for surface waters. • Strengthening Turkey’s capacity to implement the EU Water Framework Directive • Project began it’s activities on January 2010, and project will be finalized at the first quarter of 2013. FUTURE PLANNING ACTIVITIES This Project; • will enhance the harmonization of environmental Acquis Communautaire, especially for WFD with regarding to surface waters, • will be a good instrument for the preparation of plans and programmes for the National Policy, • will make the supervision system more effective, • will constitute a good model for Turkey’s other basins and also neighboring countries in terms of the objectives of integrated and holistic approach; • will enable better environmental protection and management. FUTURE PLANNING ACTIVITIES Assumed Results of Project: • The legal and institutional gap analysis is executed between Turkey and EU in terms of WFD requirements. • Capacity building of related institutions is provided on water quality monitoring, analysis and assessment of surface water bodies in line with WFD • Pilot implementation is executed related to monitoring of surface water bodies for selected basins.
