  3. Pre-project • Pre-project initiated in October 2005, to: • Prepare a short state-of-the-art report • Define R&D needs and partners • Prepare a draft Joint Industry Program (JIP) proposal • Perform a workshop to finish the proposal and plan the way forward • Prepare final JIP proposal Financed by: Chevron, ConocoPhillips, Shell, Statoil and Total AGIP joined the program in 2006

  4. Workshop Oslo, 4 and 5 April 2006 Presentation of State of Art-report Suggested activities in the JIP proposal Oil spill response challenges in selected ice-infested waters: Alaska, Lee Majors, ACS East Russia, Sergei Pokrashenko, SEIC-HSES Canadian Beaufort, Ian Denness, ConocoPhillips North-West Russia, Gennady Semanov, CNIMF Caspian Sea, Mark Shepherd, Agip KCO Individual presentations of mechanical recovery equipment Foilex, FRAMO, Lamor, Vikoma, Desmi/Ro-Clean, Presentation of main tasks and activities The way forward, plan for initiation and accomplishment, Pre Kick Off, June 29th 2006 Trondheim 3 companies present, 2 companies on phone, 1 unable to participate. it was agreed to initiate some activities before the kick-off meeting. a draft contract proposal was sent to the participating oil companies. 6 cooperating organisations were invited to join the program Kick off and Steering committee meeting scheduled for September 20.-21. 2006. Previous meetings in 2006

  5. JIP Oil in Ice.Overall objective • Develop tools and technologies for oil spill response for ice-infested waters • The program will • Improve our ability to protect the Arctic environment against oil spills. • Improve the basis for decision-making • Advance state-of-the-art in Arctic oil spill response by • Addressing key problems/scenarios • Demonstrating response options for different ice conditions and oil types • Defining limiting conditions for various response strategies • Developing improved response capabilities and strategies

  6. Fate and behaviour of oil under Arctic conditions In-situ burning in Arctic and ice-infested waters Mechanical recovery in Arctic and ice-infested waters Use of chemical dispersants in ice-infested waters Monitoring and remote sensing Field experiments at Svalbard and in offshore ice-infested waters Preparation of a generic oil spill contingency plan /guideline Coordination, management, communication and publishing 8 projects 21 tasks 6 oil companies 6 cooperating organisations R&D organisations Suppliers of equipment Authorities Program overview

  7. Coordination, managment and communication. BASICINPUT Fate and behaviour Compiling recent weathering data Modification/upgrading of OWM Meso-scale weathering (laboratory Long term experiments (Svalbard) Large-scale field verification • ”COMBAT METHODS” • In-situ burning: • Burnability as a function of weathering • Field test of herding agents • Testing of fire-resistant booms • Oil weathering model upgrading on burning • Mechanical recovery: • Testing of existing recovery systems • Development of new concepts and units • Use of dispersants: • Effectiveness by use of dispersants • Improved application technology DETECTION, MAPPING. Monitoring and remote sensing: Development/testing of remote sensing system Testing SGS LightTouch Verification of airborne LFS Circumpolar description of ice regimes • LAB, MESOSCALE AND FIELD EXPERIMENTS AND TESTS • Experiments at Svalbard, 2007 and 2008 • Offshore field experiments, 2007 and 2009 Generic oil spill contingency plan/GUIDELINE Develop knowledge, tools and technologies for oil spill response for ice-infested waters

  10. Link between main activities

  11. Cooperation with local organisations and/or oil companies. Where we can Support the local work on oil spill contingency by sharing information Get relevant input and experience for the JIP-work through site visits / field visits May be in connection with already planned / scheduled local meetings, conferences, workshops, field experiments and/or test. We would need some local support; Accomodation Local transport (field / site visits) Meeting rooms Suggestions regarding program, site visits, possible local / regional partners Planning takes time We need to establish the plan for the workshops as soon as possible. Workshops

  12. Draft agenda for workshops • Day 1. • Arrival in the afternoon (before 0600 pm) • Presentation of plans / program for the workshop • Presentation of local activities. • Dinner • Day 2 • 0800 am – 0500 pm Site visit • 0500 pm – 0700 pm SC meeting • Dinner • Day 3 • Presentations from the program • Further plans • End approx 4 pm
