  7. In 1531 a law is passed that says that vagrants should be whipped until their bodies ‘be bloody’ and returned to their place of birth. Why was homelessness such a big problem in Tudor times?!?! In 1547 a new law is passed. For the first offence of vagrancy, the punishment is two years slavery; for the second, slavery for life or execution.
