15. Nijemci municipality – basic facts Languages and names The village's / Municipalitie’s name means "Germans" in Croatian. Before World War II there was a substantial Danube Swabian minority resident here. The Communist regime of Josip Broz Tito expelled almost all of them at the end of World War II after 1945. Geography Municipality is located in historical regions of Syrmia. Municipality total area is 224.68 km2. Rivers Spačva i Bosut flows through the municipality. The territory of the municipality is completely flat with very fertile black soil. Climate and weather Nijemci municipality has a moderately warm and rainy continental climate as defined by the Köppen climate classification. Due to the influence of continentally temperature differences within one year are more pronounced than in the rest of country.

Structure of land in Nijemci Municipality • Advantages: • Nijemci Municipality is the biggest local government unit in Vukovar-srijem County (224,68 km2). • Nijemci Municipality has excelent geoografical position. State border with Serbia (length 34 km), State Road D4 and arterial railway MG 2, are the assumption to the development of transport and supporting activities. • The structure of the land is suitable for development of all agricultural activities, and the rich forest resources of Spačva basin offering possibilities for the timber industry and tourism development.

DEVELOPMENTMANAGEMENT of NIJEMCI MUNICIPALITY The municipality structure is focused and adjusted to economy and human resource develoment: • The Municipal Council, (15 members), • The Mayor, • The Secretariat of the municipality and administrative departments. • The finance and economy development department. • The department for social, legal and real estate issues. • Most important – permanent and intensive Human Resources Management and intelectual capital investment at Nijemci Municipality!

HRD activities examples: • Municipality Council co-certified training for young people who completed university of agriculture within the "Expert for Rural Development” • Employees of Nijemci Municipality and other citizens regularly participate in numerous training courses, workshops and seminars at the national and EU projects, (such as: "EU Regional Policy and the effective use of structural funds" organized by the European Commission,) • Employees of Nijemci Municipality regularly participate in certified courses in the field of public procurement, in the field of maintenance of municipal infrastructure, • Employees of Nijemci Municipality regularly participate in education on "project Cycle Management", training in accounting and many others. • Nijemci Municipality also provided: • scholarships to six students, • Financial aid for 15 students residing at Nijemci Municipality • Subsidies of 40% of the student tickets for138 pupils • For the 15 students had secured financing transportation in the 100% amount.

MUNICIPYLITY PROJECT ACTIVITIES AND COOPERATION TO DEVELOPMENT AGENCY • During the last years the Nijemci Municipality established excelent cooperation to Development Agency Hrast but also with other cities and municipalities in the area of ​​VSC. And outside Croatia. It resuleted with numerous succesful projects such as: • Nijemci Municipality initiate forming of Local Action Group called „Bosutski Niz” (LAG – basis of LEADER EU programme). This is an exampel of the excellent cooperation with the municipalities that are part of the LAG(8 municipalities and 1 city,) including the Nijemci Municipality.As far as international cooperation, we should mention the project ERSPA Project E.R.S.P.A. intended to improve the supply of river tourism to Spačva and Bosut construction of tourism infrastructure and the creation of necessary tourist services.The project involved the municipality of the Republic of Italy (Ferrara province), and these are the following municipalities: Codigoro, Massa Fiscaglia, Migliara, Migliarino Formignana and Tresigallo.

MUNICIPYLITY PROJECT ACTIVITIES AND COOPERATION TO DEVELOPMENT AGENCY • The last example of succesful cooperation Nijemci Municipality to Development Agency Hrast is common develeopment and apllication of an IPA CBC project named: „PROGRES – Protection of Nature and Globalisation of Renewable Energy Sources” • The overall objective of the project shall contribute to environment protection and enhancing the life conditions through cooperation of two cross-border areas by using renewable energy sources (RES). Encouraging greater use of RES in rural cross-border region, and implementation of joint activities, will grow awareness of population of both rural cross-border areas about the importance, needs and possibilities for exploitation of RES. • Project value:
