Ambient Monitoring & Reporting Forum

This forum aims to assess the causes of haze in WRAP visibility-protected areas, using available ambient monitoring and emissions data. The results will be displayed on a user-friendly website to aid in SIP & TIP development, evaluate regional air quality models, identify monitoring gaps, and track the effectiveness of emission control programs.

Ambient Monitoring & Reporting Forum Activities • Monitoring: Use available data from other programs (e.g., IMPROVE & IMPROVE Protocol networks, STN, etc.); currently no supplemental WRAP-specific monitoring • Data Availability: VIEWS used to archive, display, summarize, & disseminate ambient data nationwide via a web site (joint project with other RPOs); on-going contract with CIRA

Ambient Monitoring & Reporting Forum Activities • Data Analysis: Causes of Haze Assessment (COHA), a systematic attribution analysis for every class I area in WRAP using all reasonable methods, except modeling; on-going project with DRI • Natural Levels Sensitivity Assessment: new multi-RPO project, RFP soon to be advertised

Causes of Haze Assessment - Scope • Comprehensive & systematic use of available ambient monitoring & emissions data to assess the causes of haze for each WRAP visibility- protected class I area • Data sources and results displayed on a user-friendly web site to promote rapid & flexible use of any material • Four-year effort starts with simple approaches & progresses to more advanced attribution methods • Estimated four-year cost $867k

Causes of Haze Assessment - Purpose • Assess the causes of haze on a periodic basis (5-year cycle) to aid in: • SIP & TIP development • Regional air quality model evaluation & interpretation, • Identification of monitoring gaps, • Improved methodology for setting natural haze levels, • Tracking effectiveness of emission control programs • Periodic involvement of WRAP and stakeholders in the review process

Causes of Haze Assessment – Deliverables & Schedule • Phase I by Spring 2004 • Establish web site • Site characterizations (location, terrain, groundcover & other haze related factors) • Emission density maps • Aerosol components responsible for haze • Preliminary trajectory analyses • Preliminary conceptual model

Causes of Haze Assessment – Deliverables & Schedule • Phase II by Fall of 2004 • Update information on web site • Episode analyses for worst haze periods • Advanced trajectory analyses • Phase III & IV • Update information on web site • Application of advanced receptor modeling approaches • Revised conceptual models
