  3. Why is Gender Equality Important? • Gender inequality is holding MENA states back • Popular acceptance of women’s rights is essential for transition to democracy. Acceptance of democracy alone is insufficient. • Women are good for development: Economies grow faster and men and children benefit when there is greater gender equality. • But women do not automatically benefit from economic growth, women only benefit if they are empowered to claim and exercise their rights. • The promotion of women’s rights and gender mainstreaming is a priority for the EU but few respondents to the ArabTrans Public Opinion Survey saw support for promoting women’s right as a priority for EU support to their country.

  6. Attitudes to Women: Economic Empowerment • Only 14.7% of married women living in owner occupied marital home were joint owners in the AT 2014 survey, 5.1% in Iraq, 19.4% in Jordan, 20.3% in Morocco and 22.7% in Jordan.

Policy Implications • Both top down & bottom up approaches necessary to promote women’s rights and empowerment. • For women to claim and exercise their rights, it is necessary that there are legal frameworks in place and support for implementation and monitoring – but this is not sufficient. • Women must also know their rights and be able to claim & exercise them: programmes working with men & boys as well as women & girls to build an understanding of importance of women claiming & exercising their rights are essential. • Practical support should focus on improving women's lives. • Women’s economic empowerment and job creation needs to be supported in ways that take account of women’s domestic roles. • Local NGOs need to be supported in promoting women’s rights in ways that incorporate Islamic feminism.
