  1. Session # 3 The role of Hatcheries What is the essence of the platform for the topic? (2-3 sentences) • The essence of this platform statement lies within the notion that hatcheries are a tool for salmon restoration. • Establishing goals for the stocks determines how habitat needs to improve and hatcheries need to be managed. • Integration or segregation of hatchery stocks from wild stocks forms a useful conceptual framework for evaluating the hatcheries’ risks and rewards for the goals of the stocks. • The relationship of hatchery management decisions with habitat of the host watersheds is a crucial component of achieving the overall goals of salmon recovery and harvest opportunity for that watershed. • Hatcheries are not a substitute for habitat recovery

Session # 3 The role of Hatcheries What aspects of the platform are headed in the right direction? • The platform is essentially headed in the right direction. • The integration and segregation framework for hatchery and wild stocks is a useful tool when used to help identify decisions to achieve the goals for the stocks. The framework is not intended to establish externally imposed concepts of what are the right or wrong decisions for any hatchery or watershed. • There is a continuum of actions that can occur when stocks are integrated and a trajectory of actions that correspond to getting to a desired state of integration or segregation These actions can and should adjust over time, based on stock goals, habitat improvements, and harvest opportunities.

(top 3-5) • Significant emphasis on the need for habitat for both wild stocks and hatchery stocks. • Hatcheries do not offer an excuse for not improving habitat. • Ideally, a world without hatcheries and sufficient habitat to produce harvestable levels of fish throughout the ESU is preferred. Tactically, hatcheries will be needed for some time to approach the goals for most watersheds. • Funding for management of hatchery reforms, capital improvements to hatcheries, data gathering and evaluation, overall habitat performance is essential for hatcheries to change and provide their benefits with reduced risk. • Continued dialogue, interaction and resolution of issues associated with the interactions of hatcheries and habitat improvements in each watershed is essential, now and after the plan is submitted and implemented.

(top 1-2) • What happens if certain watershed habitats do not improve over the course of time? • The funding structure needs to be addressed and put on the table, what are the priorities? • What if hatcheries aren’t seen by some as in conformance with the HSRG’s guidance on proper stock management in the integrated approach? • Can stocks with an integrated approach become low risk for purposes of ESA recovery? • What if many populations have an integrated approach-can the ESU be seen as having recovered under the ESA?

Session # 3 The role of Hatcheries What happens next and who will be involved or responsible in the next steps? • Continued dialogue about coordinating the interactions between the hatcheries and the watersheds is essential. • Assuring adequate funding for both habitat improvement and hatchery reform is essential. • Having a way to ensuring that investments in hatchery reform and habitat improvements in each watershed are working together is needed. • It will take all of the partners involved in the recovery process to accomplish these.
