  1. Regulators • ONR • Regulatory responsibility for: • Nuclear and non-nuclear safety on GB nuclear • licensed sites • Nuclear security on civil nuclear licensed sites • and any other civil premises holding nuclear • material. Security of the civil transport of • nuclear material within UK, to or from • nuclear sites or on a UK ship. • Nuclear safeguards • Transport of civil radioactive material by road, • rail or inland waterway within GB. MCA Transport of radioactive material by sea. It is expected that ONR will carry out certain responsibilities relating to package design by agency agreement • DNSR • -Nuclear safety on MOD owned and • operated sites (that do not require a • licence) and defence transport. • Nuclear security managed by MOD/ • the relevant forces • HSE • Radiation safety on all non-nuclear • sites (eg. hospitals) • -General health and safety for • transport (including radioactive • material) • -Health and safety policy CAA Transport of radioactive material by air. It is expected that ONR will carry out certain responsibilities relating to package design by agency agreement Govt. Departments • DWP • Sponsorship of ONR • Appointment of non-exec board members • oversight of finance, governance etc • -Sponsorship of HSE • EA/SEPA/NRW • -Environmental regulation relating to • nuclear and radioactive material. • Partner to ONR in Generic Design • Assessment. ORR Railway safety, however no role specific to nuclear or radioactive safety. Will have a limited rail safety role on nuclear sites. • DECC • Policy responsibility for civil nuclear • safety, security, safeguards and transport • of radioactive materials transport • -Sponsorship of the CNPA Other bodies • NDA • Not a regulator • Owns 19 sites and associated civil • nuclear liabilities. • -Responsible for decommissioning and • managing waste on these sites. • -Contracts site licence companies (eg. • Sellafield Ltd) to undertake these • activities. • - ONR regulates these companies. • CNC • Armed police force dedicated to • protecting civil nuclear sites and • civil nuclear material • Overseen by the CNPA • MOD • Policy responsibility for defence nuclear • sites and transport Other departments have an interest in nuclear matters such as FCO and DCLG as well as the devolved governments.

DWP / DECC RESPONSIBILITIES FOR THE ONR DWP/DECC split of responsibilities to the ONR DWP Ministers are accountable to Parliament for the overall governance of the ONR, the effective use of its resources, and for conventional health and safety at nuclear sites. DECC Ministers are accountable to Parliament for nuclear safety (including nuclear emergency planning and response), civil nuclear security, nuclear safeguards, and the transport of radioactive material in certain circumstances. DWP and DECC Ministers will be able to issue a direction to the ONR in line with their respective policy accountabilities to Parliament (as per (a) and (b) as follows): a) regarding the exercise of any of the ONR’S functions; or b) have the power to make regulations (including consent to ONR holding an inquiry).
