Potential Demographic Dividend National Skill Development Initiative gave a vision of achieving 500 m skilled workforce by 2022 NSDC was formed with a target of 150 m Employable youth (15-34 yrs) 430 m 2011 census BPL – 201 m Urban poor Assuming that 50% of the rural BPL is absorbed in agriculture and say 50m of urban poor we have a potential target population of 75 m More than half would be taken care of through self-employment initiatives, NREGA etc under NRLM Target for Aajeevika Skills under 12th 5 yr plan is 5 m

Recent Progress • Activity pursued over 2-3 decades under various institutional arrangements • SGSY Sp Project (completed May 2013) • Youth trained = 0.86 m • Youth employed = 0.68 m • Now re-incarnated to Aajeevika Skills • Shift in strategy to implement through states. • 6 States under AAP implementing autonomously • Other states moving in this direction

Quality & Effectiveness Expectations • Poorest of the poor families also covered. • International standards of skilling • Significant increase in confidence of youth by the end of training. • Skilling of trained youth to the requirement of potential employers (preferably with certification). • Readiness of employers to offer decent jobs (insurance, savings, higher compensation, dignity) to trained youth. • However, there is a large gap between the potential and realization, not only in quantity but also in quality • International standards espoused but seldom reached • As reflected in high turnover, low wages etc. • At the same time lot of innovation also happening - needs to be captured and mainstreamed.

  7. Some Questions for Stakeholders • The situation calls for some serious reflection: • What is the vision of the youth? What do they want? • What is the need of the clients (employers?) Why are they unwilling to pay a dividend for the skills provided? • What are the issues faced by PIAs and Aajeevika Skills in trying to marry the needs of the unemployed youth and potential employers? • What are the challenges faced by MoRD and associated support changes in facilitating policy change, coordinating action across institutions, and ensuring quality? • What are some of the innovations that have worked on the ground and can be scaled up or replicated?

Issues and Expectation of the Youth • What were your expectation from the AS program before joining? • To what extent have your expectations been fulfilled or not fulfilled? • What changes do you want in yourself because of the training you got through AS? • What would you like to become/achieve in the next 10 years? • What changes would you like to see in this program? • What are you suggestions regarding: • Mobilization/Enrolment • Training • Placement/Recruitment • Follow up Support

  9. Issues and Expectation of Employers • What are the existing challenges for sourcing entry level skilled employees? How do you compare the relative benefits of different channels of recruitment? • For an entry level job what kinds of skill sets/ competencies are you looking for? • How does this expectation of skills vary across different sectors such as Construction, Hospitality, Retail, Garments, IT enabled, Automobiles etc.? • Why is it that Industry does not pay a premium for the skilled labor coming out of AS? How much would you be willing to pay for a skilled person who fulfills all your requirements? • What are your suggestions for establishing standards and gradually improving them to international levels? What roles would you be willing to play in this process? • How do you assess the present and expected role of sector skill councils?

Issues and Expectation of PIAs • How is the need of the industry assessed? • To what extent are you able to meet the requirements of the industry? • What are the major challenges in: • mobilization • training • placement • tracking • What key processes in your relation with SRLM/MoRD need to be improved and how? • Out of the various models offered under AS Guidelines, (3,6, 9 months, resident/non-resident) which according to you works best and why? • What innovative solutions did you try or know of that can be replicated elsewhere?

Issues and Expectation of State Implementation Agencies (YP) • What are the challenges in: • facilitating effective mobilization • identifying and selecting PIAs • monitoring their performance • assessing quality of output/training • providing timely and appropriate support • convergence with different departments and stakeholder institutions • What are the good practices in meeting the above challenges? • What are your suggestions for improvement? • What are the challenges in converting to an AAP state? • What innovative solutions did you try or know of that can be replicated elsewhere?

Issues and Expectation of State Implementation Agencies (AAP) • What are the challenges in: • facilitating effective mobilisation • identifying and selecting PIAs • monitoring their performance • assessing quality of output/training • providing timely and appropriate support • convergence with different departments and stakeholder institutions • What are the good practices in meeting the above challenges? • What are your suggestions for improvement? • What are the specific challenges, if any, you have faced, because of your AAP status? • What innovative solutions did you try or know of that can be replicated elsewhere?

Issues and Expectation of MoRD and support agencies • What are the challenges in playing the leadership role in ensuring quality and facilitating implementation through state level agencies? • What are the challenges in promoting effective policy changes across multiple ministries and state governments? • What are the challenges in coordinating across various stakeholder institutions and dealing with the multiplicity of institutions?
