  1. The Italian Experience with a System for Planning and Managing Emergencies Following Major Accidents: ENVIREG & SIMAGE Pietro La Grotta 1 – Jean-Pierre Nordvik 2 1 Italian Ministry for the Environment 2 European Commission, Joint Research Centre SUBREGIONAL WORKSHOP ON THE IMPLEMENTATION OF THE CONVENTION ON THE TRANSBOUNDARY EFFECTS OF INDUSTRIAL ACCIDENTS (Erevan, Armenia 13-15 March 2003)

  2. Framework agreement between the Joint Research Centre of the European Commission and the Italian Ministry for the Environment October 1999 – June 2005 13 millions Euro Continuation of previous large activities in Sicily 1996-1999 4.5 millions Euro Ispra Marghera Ravenna Genova Livorno Piombino Roma Brindisi Taranto Milazzo Augusta / Priolo Gela The SIMAGE Project

  3. Objective Design, realization and implementation of cost-effective, operating, lasting integrated systems in highly industrialized areas for: monitoring and management of environmental emergencies: industrial accident and air pollution and) information exchange concerning industrial risk, air, water, soil, networked with the major existing Italian risk areas. the planning and management of emergencies associated with industrial accidents or transportation of dangerous goods Ispra Marghera Ravenna Genova Livorno Piombino Roma Brindisi Taranto Milazzo Augusta / Priolo Gela The SIMAGE Project

  4. Major project characteristics • Environmental assessment: data collection and verification, monitoring campaigns and analyses • Air quality monitoring and air pollution management: network design and positioning, modelling • Data registers and geographical representations • Detection and management of • industrial accidents • accidents associated with transportation of dangerous goods • Flexible telematic network and information to the public • Decision support tools for environmental remediation • Involvement of national, regional, provincial and local public authorities • Integration of existing local networks and data

  16. Emergency Management System (EMS) • Objective • provide support to the relevant institutional bodies for the management of emergencies associated with industrial accidents and transportation by road of dangerous substances • High-level requirements • compatible with procedures of Civil Protection Authorities • installed physically close-by the official Emergency Rooms • covers the standby, pre-alarm and alarm stages, and also training and post-emergency analysis activities • integrates analytical methods and tools recognized by Italian authorities • connected functionally with environmental network, camera management and fleet management systems

  17. EMS - main features • Main features • Automatic alarm recognition • Identification of the place and type of emergency • Inform all relevant entities • Consequence assessment and definition of impact zones • Identification of most vulnerable areas • Coordination of available resources • Identification and tracking of procedures • Communication, coordination and reporting Real-time modeling of release phenomena

  23. HARIA-2*, a Methodology for Emergency Planning(supported by the National Research Council under the sponsorship of the Italian Civil Protection Department). AIM OF HARIA-2 (1998-2002): modeling and simulation of dynamic systems interacting during a severe accident in chemical and petrochemical industries: • Physical System: accidents that could impact the surrounding environment • Territorial and Social System: population and other targets that could be affected by the accident • Civil Protection System: rescue services and resources available for consequence mitigation • Output of the project: a set of models and tools for the analysis and optimization of emergency plans
