  2. UCR “Paperless” Mandate Due to the cost of processing and managing paper crime report submissions, the FBI has mandated that agencies and State UCR Programs must migrate to electronic submission formats by January, 2013.

UCR “Paperless” Mandate Due to the cost of processing and managing paper crime report submissions, the FBI has mandated that agencies and State UCR Programs must migrate to electronic submission formats by January, 2013. State Crime Reporting Programs that currently submit all or part of their Summary data via non-standard forms or other means requiring FBI manual data entry are requested to develop a credible plan, by July 1, 2013, that will allow them to migrate to standard electronic interfaces. Per UCR Subcommittee, the FBI will define and share required parameters of a credible plan.

  4. Eliminating Paper Crime Reports • 64% of all LEAs submit Summary crime reports. (8,639 agencies) • 17% of all LEAs submit “Paper” crime reports. (2,957 agencies) • That 17% consumes nearly 40% of UCR Resources. • UCR is recommitting itself to the advancement of NIBRS. • But, Summary will not go away anytime soon. • UCR must offer strategies that encourage electronic submission formats. • State UCR Programs must accommodate electronic submissions or may impede their LEAs ability to submit crime report data.

Data Submission Options • Electronic Interface Options • Flat File (position based record) for NIBRS, Summary, Hate Crime, Cargo Theft, & LEOKA • Technical Specifications will be shared on FBI.gov with revision history and planned changes • UCR Crime Report Information Exchange Package Description (IEPD) • XML Interface Specification • Still in Draft form – some changes related to implementation • Online Data Entry (not likely a State Program choice) • Microsoft Excel Forms Workbook and Tally Book • Agency data collection tools that can be deployed by states • Breakout session at 10:30 • N-DEx NIBRS extract

Enhancements Underway Now • Routine Debugging • Accommodations for older, smaller monitors • Acceptance of 9-digit and 7-digit ORI • Values check between Return-A and Supp. • Allow copy and paste of “some” values • Expand Tally Book to handle 800 incidents (Newark, NJ) • Add narrative field for Tally Book incident report • State Specific Translator Processing • ORI translation • State data output format • State Defined Fields Worksheet (ex: Domestic Violence)

Excel Forms Book / Tally Book Limitations • Users not permitted to change Excel template • Some states may wish to do so, but .. • If you do, updates will not be supported. • Administrative Tab must be completed properly • Negative numbers not supported • Unfounded offenses should be posted against prior submissions • (i.e. update the prior month’s Excel workbook)

Data Submission Options • Paper Submissions • Standard UCR Forms • OCR scanning for 3 most recently approved OMB forms • Forms must be, or EXACTLY MATCH the OMB approved forms. • UCR Non-Standard Forms • January 1, 2013 • Continue acceptance of non-standard forms and continue working with state programs to migrate to electronic means • July 1, 2013 • Continue working with state programs that have developed a credible plan for migration to electronic means • State programs not working toward a credible plan will be required to perform data entry for their paper reporting agencies via online data entry tools
