Shulmanliststhecreation in1992ofthe NationalAssociationofConsumerBankruptcyAttorneys(NACBA),thecountry's leading advocateofconsumersin bankruptcy,asoneofhis greatestaccomplishments.But he alsosayshelping thousandsofconsumersisequallyhighonhislist. "I'dsayco-founding NACBAand servingasitsfirst president.Ihave also been thechairof the association's legislativecommittee,”saysShulman whenasked whatachievementhe'smost proudof.“Wetookatinyband of lawyersinSanJosetoanationalorganizationwith3,000attorneysthathasanimpacton thenationallevel.ButI'd also putgetting debtreliefforthousandsofpeopleoverthelast30yearsasright up there.” Shulmansaid hispassionforhelping peoplewasstoked bythepersonal contacthe'shad withindividualsand familiesovertheyears. "I thinkIwasfortunate30yearsagotobehired byafirm that specialized inbankruptcylaw.Iimmediatelyfelt it wasarewardingday-after-daything todo,”saysShulman, whohasbeeninpractice since1986.“Thepassionwas therebecauseof thedailyrewards.Itfeltgood tomeet withpeopleand theirfamilies,manyof them whowerestressed outand depressed becauseoftheirfinancial situation,and findaway tohelp peopleout of that.Inthelegalprofessionyoudon'toften get thatpersonal contact.” Shulmanisstillactivelyinvolved inconsumers'rightsthroughNACBA,serving aschairofthe association'sLegislativeCommittee.Shulmanwasalsoakeymemberofapanelthatguidedmorethan3,000lawyersthroughall thecomplicated changesinananti-consumerbankruptcy lawpassed byCongressin2005. Shulmanwasselected toserveon thepanel becausehewaswell versed intheintricaciesofthenewlaw. “Iknewall about the insand outsof the2005lawbecausewehad beenfighting it foreightyears,”hesaid about NACBA'slong fighttopreserveconsumers' basicbankruptcyrights.“Eachoftheprovisionsweretalkedaboutin Congress,whichIhad beenfollowing closely.Itwasa terriblelaw,but wethoughttheremight beawayofmakingitlessbad.” TheseedfortheformationofNACBAactuallygrewoutofaninformal meeting of lawyersinSantaClara thatShulmanwas partof.Hewas thefirstchairmanof theSantaClaraCountyBarAssociation'sChapter13Subcommitteein1989,and iscurrentlythechairmanofthatcommittee.Shulmansaysthatgroupwasa"springboard"fortheformationofNACBA.
