Acronyms • e-QIP- Electronic Questionnaire for Investigation Processing • BCA- Bureau of Criminal Apprehension • OPM- Office of Personnel Management • CCF- Central Clearance Facility • SCI- Sensitive Compartmented Information • JPAS- Joint Personnel Adjudication System • SMO- Security Management Office

  5. Investigation Types • ENAC- Entrance National Agency Check • NACLC- National Agency Check, Local Check • Secret PR- NACLC Periodic Reinvestigation • SSBI- Single Scope Background Investigation • SBPR- SSBI Periodic Reinvestigation • PPR- new, shorter SBPR

Investigation Information • NACLCs are good for 10 years from the date the investigation closes • SSBIs are good for 5 years • Continued Eligibility- When a soldier’s expired clearance is immediately valid after submitting a new one • only if the soldier did not have a 2 year break in service • Reciprocity- DoD will give reciprocity even if clearance was submitted by another branch or federal department

  22. The e-Qip Process REVIEW INITIATE COMPLETE APPROVE

  23. Security clearance manager must initiate the soldier’s PSQ before the soldier can begin to enter information STEP ONE INITIATE REVIEW COMPLETE APPROVE

Initiating: Step Four • Fill out the required investigation information outlined in the distributed Security Manager’s Handbook • Issues not in Handbook: • Use Rosemount TACC for “Location of Security Folder” • Use soldier’s unit address for “Location of Official Personnel Folder” • Use date of Local Records (201 file) Check as “Date of Local Agency Check”

  31. STEP TWO INITIATE REVIEW • After soldiers are initiated, they can log into the e-QIP website to complete their SF86. COMPLETE APPROVE

  32. Opening a SF86 • Go to http://www. opm.gov/e-qip • Verify there are 3 • If not go to: • Tools > Internet Options > Security > TLS 1.0 • Tools > Internet Options > Advanced Tab > Sites > type www.opm.gov > Always Allow > OK • Click “Try Tests Again” • Verify you see 3 • Click “Continue”

Logging into eQIPGolden Questions • After answering the Golden Questions for the first time, it will ask for the soldier to create new questions. • These questions are the standard; do not use any other questions! • What is your mother’s maiden name? • What was the year your mother was born? (4-digit) • What is the name of the county you were born in? (Ex answer: “hennepin” not “Hennepin County”)
