  3. About PFMS • PFMS is a Central Sector Scheme of the M/o. Finance, Dept. of Expenditure. • Implemented by the O/o. the Controller General of Accounts (CGA). • envisaged to track the fund disbursement from Govt. of India to various levels down below under all Schemes till the last level of utilization • report utilization under these schemes at different levels of implementation • On a real time basis • Technical support viz. application development, database administration, hosting of portal, etc is provided by NIC.

Objectives: • Monitoring of flow of funds from Centre to the lowest level of implementation- both for fund flows to State Consolidated Funds & to Implementing Agencies. • Registration, along with their bank accounts, of all agencies receiving funds - at all tiers of operation. • Payment to ultimate beneficiaries through banking channel • Reduction of float/ funds in the agencies’ bank accounts • “Just in time” provision of funds to agencies, based on floats/ funds available. • Capturing component-wise expenditure on real time basis at all tiers of implementation. • Decision Support System (DSS) to all levels of programme administration (Centre, State, District & Local Government, i.e. Panchayat / Municipality. • Enhance transparency & accountability in public expenditure.

Complete tracking of funds upto end beneficiary; • Just in time transfer of funds; To achieve these objectives:- • Registration of Programme Implementing Agencies(PIAs) for CS and CSS; • Integration with treasury systems of State Governments; • Implementation of Expenditure, Advance and Transfer(EAT) module in respect of PIAs; • DBT payments for GoI Schemes; • Integration with all banks. Advantages of PFMS • PFMS is a web based software – no requirement of any hardware or software • It is not platform specific – works on all operating system • Transfer funds directly to beneficiaries bank account • Monitor the float at various levels • Monitor component/activity wise expenditure incurred by Implementing Agencies

Major achievements since inception • PFMS has been fully implemented at Central level in all Ministries/Departments for all Schemes, • except in case of civil ministries of External Affairs, Atomic Energy and Space and non-civil ministries of Railways, Defence, Posts & Telecommunication. • All transfers to State Governments through Inter Government Adjustment Advices (IGAA) to RBI are being routed online through PFMS. • This facilitates online-real time transfer of funds from Central Ministries/ Departments to State and UT Governments along with real time Clearance Memo reports from RBI. • Complete MIS of sanctions, releases, and allocations from Centre to States/UTs, implementing agencies, and other recipients is available on PFMS.

Interface with different Systems • PFMS integrated with Core Banking Solution (CBS) of all Public Sector Banks, RRBs, major private banks, Gramin Banks, Co-operative banks, India Post and Reserve Bank of India This facilitates: • near real time bank account validation, • payment gateway for GoI and Agencies • access to view bank balances/float of implementing agencies. • The system is configured to make e-payment using Digital Signature, Corporate Internet Banking (CINB) and Payment Print Advice. • PFMS also has interface with various MIS of Ministries/Dept. and DBT Bharat.

  12. Central Sector Schemes : Fund released directly to Implementing Agencies • Centrally Sponsored Schemes: Fund released to the State Treasury/State Consolidated Fund. Types of GoI Schemes

Central Sector Schemes • Registration of Implementing Agencies on PFMS with their bank account. • 1st Level implementing agencies are registered by the Program Division. • 2nd and subsequent level implementing agencies are registered by parent agencies as per the hierarchy level. • Schemes are to be configured i.e. hierarchy, components, etc. by the Program Division to facilitate the Implementing Agencies in using REAT modules.

Centrally Sponsored Schemes • In order to monitor the component-wise expenditure incurred under a Centrally Sponsored Scheme: • 1st Level implementing agencies of States are registered by the Program Division. • 2nd and subsequent level implementing agencies are registered by parent agencies as per the hierarchy level. • Schemes are to be configured i.e. hierarchy, components, etc. by the Program Division to facilitate the Implementing Agencies in using EAT modules.

Receipt, Expenditure, Advance, Transfer (REAT) Module • Facilitates capturing receipt, use/flow of funds. • Facilitates e-payments to vendors of a PIA using PFMS. • All four major modules i.e. Receipt, Expenditure, Advance & Transfer module are captured. • Complete profile of transactions at consolidated-agency level is available.

  16. Steps • Registration of 1st Level Agencies by P.D and child agencies by parent agency. • Creation of Data Operator and Data Approver. • Account activation for e-payment. • Bank account component mapping • DSC enrolment & signatory configuration • Entering of Opening Balance • Receipts of funds. • Creation of Venders & beneficiaries

  17. PFMS has established State Project Management Unit (SPMU) in all the states and UTs for assisting various Implementing Agencies and Departments of State Govt. in implementation of PFMS. • We have a dedicated team for providing necessary assistance and hand holding. • SPMUs are headed by State Nodal Officers & Asst.
