It aims to improve human resources, management, financing, transaction flows, infrastructure, and energy competitiveness.

The NCC is envisioned to : ·     recommend policies for both public and private sectors that can enhance competitiveness, ·      assist in identifying critical gaps in key-competitiveness related projects and mobilize resources to help them move forward. ·          conduct studies, identify disseminate and build on best practices on competitiveness. ·          provide a platform to communicate and mainstream principles of competitiveness and relevant gains to a wider audience. ·          facilitate the strengthening and expansion of Public-Private Partnership as the engine for competitiveness.

  5. To complement these efforts, the government also issued action instruments that somehow set the tone for the drive towards competitiveness. E.O. 571: Public-Private Task Force on Philippine Competitiveness A.O. 161:Institutionalizing Quality Management System in Government M.O. 228: directing all agencies of the national government to improve transaction costs and flows Memo from the President to the Dept. of Education, Dept. of Science & technology and Technical Education and Skills Development Authority to develop programs to improve proficiency of students in Math, English and Science Memo from the President to Dept. of Transportation & Communications to immediately work on the projects that will provide for a seamless infrastructure network Memo from the President to Dept. of Energy, Phil. National Oil Corporation, and National Power Corp. to work on implementing strategies to lower the cost of energy

GAINS: Convergence of government and business organizations’ efforts towards education reform PRIVATE SECTOR COMMITMENTS MOU among government training centers and business organizations to expand the Manggagawang Pinoy Implementation of the Philippine Services Roadmap Deployment of business advisors to state universities and colleges CHALLENGES Mindset change in various human resources groups Decisive push to increase investments in educational reform
