Background and Contextual Overview • Despite several externally driven reforms since 1960s, the performance of public service in Africa has not performed as expected • CAMPS reform initiatives through development of the Charter are home grown. The aim is to achieve developmental states in Africa • Recognize the critical questions for CD in Africa

Types of Capacity Required: • Human capacity entails the number of staff and skill/competencies levels including the right mind set. • The Institutional capacity such as organizational structure, hierarchies, mandates, policies, procedures, rules and regulations, governance and legal frameworks. (Enabling environment) • Financial capacity to provide the needed financial and material support

Identifying, prioritizing and aligning activities for implementation of the Charter • Implementation and evaluation of the Charter • Efficient and effective service delivery leading to more jobs/poverty levels reduced • Mobilizing Stakeholders’ participation to own the Charter • Identifying and prioritizing needs and barriers to Charter implementation • Executing capacity development programs Proposed Model for Planning and Implementation of the Charter Preparation Sensitization design Implementation Outcome

Conclusion • Lessons learned from the implementation of donor driven reforms indicate that nationally owned and contextualized reforms stand a better chance for success. • The development of LTS to guide the implementation of the Charter aims at improving delivery of quality public service. • The need to build both human and institutional capacity and leadership capabilities for implementation of the Charter need close attention.
