The ICOOS Act designates National Coastal & Ocean Observation System responsibilities for: The National Ocean Research Leadership Council {Section 12304(c)(1), page 31 & Section 12308, page 35} The Interagency Ocean Observation Committee {Section 12304(c)(2), page 31} The Lead Federal Agency {Section 12304(c)(3), page 32} The Regional Information Coordination Entities {Section 12304(c)(4), page 33} The System Advisory Committee {Section 12304(d), page 33}

IOOC Functions & Relevance to DMAC ST • Majority of IOOC mandates overlap with IWGOO responsibilities. • The IWGOO oversees the DMAC ST • Based on SEC. 12304(c)(2), the IOOC will: • Prepare annual and long-term plans for the integrated design, operation, maintenance, enhancement and expansion of IOOS; • Develop an annual coordinated, comprehensive budget to operate all elements of an IOOS and to ensure continuity of data streams; • Establish required observation data variables to be gathered by both Federal and non-Federal assets within the IOOS; • Establish protocols and standards for IOOS data processing, management, and communication; • Develop contract certification standards and compliance procedures for non-Federal assets that establish eligibility for integration into IOOS and ensure compliance with all applicable standards and protocols established by the IOOC or other Federal entities; • Identify gaps in observation coverage or needs for capital improvements of both Federal assets and non-Federal assets;

IOOC Functions • Cont. • Establish a competitive matching grant or other program to promote intramural and extramural research and development of new, innovative, and emerging observation technologies including testing and field trials; • facilitate the migration of new, innovative and emerging scientific and technological advances from research and development to operational deployment; • Periodically review the IOOS plan and suggest revisions; • Ensure collaboration among Federal agencies and other relevant stakeholder groups; • Perform such additional duties as the Council may delegate. • Section 12309 requires the IOOC through the Administrator and Director of NSF to obtain an independent cost estimate
