Motivation • EC started development of the INSPIRE data specifications for the themes of Annex II and III data themes • Investigate INSPIRE themes of Annex II and III which are relevant for the Cadastre • e.g. Land cover, land use, buildings, etc. • Basic information (documents, papers,..) available • former report on the cadastral parcel in INSPIRE • information provided by the TWG on the cadastral parcel • Follow up of the “WG – CPI” (Cadastral parcel, Annex I) • Basic document for INSPIRE DT • Joint Working Group based on decision at the PCC meeting in Prague (June 2009) and by eurogeographics (CC of C&LR KEN in Paris, September 2009)

Benefits, purpose and scope of the project • Cadastral parcel is an essential element in N(E)SDI • Cadastral experts to be involved in an early stage of the development of the data specifications • To influence the development of the INSPIRE data specifications of Annexes II and III in an early stage for the benefit of the members • INSPIRE Annex I: focus only on role of cadastral parcel, but • now we know the other themes of Annexes II and III • we know the methodology of the data specification • we already defined the data model for the cadastral parcel (Annex I) • Involve the EC (JRC) • provide results and Discuss the scope/content of the project directly

Main tasks /1 • Evaluation of the results of the former working group “WG-CPI” • surveys and final report as an input/starting point of the work • Screening (analysing) the INSPIRE themes in Annexes II and III and identification / prioritisation of the themes related to the cadastral information • Themes are part of the cadastral information and/or • are strongly connected to it • Analysis of the INSPIRE data specifications “D2.8.I.6 -INSPIRE Data Specification on Cadastral Parcels – Guidelines” -

Main tasks /2 • Survey in the EU- member states (and the other states dealing also with INSPIRE) • questionnaire in relation to the topics of the themes • also survey the connection of other themes of Annexes III and classification of the importance of the cadastral information to this themes • Discussion with relevant stakeholders: Danielle Rizzi (EC-Eurostat), Allessandro Annoni (EC-JRC), Hans Dufourmont (EC-GMES Bureau) and Chris Steenmans (EEA) • Cooperation with INSPIRE DT • Timeframe of the European Commission (INSPIRE- process) • Publish a final report

What happened so far • Kick off meeting in Gavle (Sweden): 9th December 2009 • Work plan • Meeting of WG: 27th January 2010, in Vienna • Preparation of questionnaire (core team) • Sending out the questionnaire (16th April 2010) • Answers expected before 10th May 2010 • Meeting of the working group: week 17 (27th – 28th April) in Mainz • Discuss first results of questionnaire, … • Reminder to countries without reply

The questionnaire • Screening the INSPIRE themes in Annexes II and III • Identification / prioritisation of the themes related to the cadastral information • Identify the information the Cadastre can provide • two levels of relevance for the project were identified regarding themes in Annex II and III • Relevant themes: • Common information: investigate responsibility, accessibility availability for all other themes • Focus on land cover, land use, buildings • Orthoimagery

First results • Feedback is as good as expected • 29 answers  • 4 answers from EU- members are outstanding  • Additional answers and explanations : “comments”- column is used to explain, add,.. • Thanks to all ! • multiple answers necessary – depending on national situation • Careful elaboration is needed • Statistics, charts

First conclusion • Big variety (legal, technical) in Cadastre in Europe • depending on national situation multiple answers necessary • Careful elaboration / interpretation of the answers is needed • Contact / cooperation with INSPIRE- DT • Structure of the Final report to be defined • Statistics, charts,.. showing the situation in Europe

Next steps • Screening / analysing the results (mid June) • Midterm- Reports at • the EG- meeting in Brussels (28th May) and • at the PCC- meeting in Madrid (2nd June) • Complete evaluation of the answers: (June, July) • Drafting of the report: (Sept./Oct.) • Finalizing of the report: (Oct./Nov.) • Final report: 2nd Dec: PCC- Meeting in Brussels
