National Assessment of Educational Progress (NAEP) Reminder: NAEP 2019-20 is a Long-Term Trend (LTT) Assessment • Since the early 1970s; same test and frameworks • Paper-pencil based, reading and mathematics • NAEP staff administer assessment and bring all necessary materials • Slightly shorter than current tablet-based testing • Age based (not grade), with different windows: Fall: 13-year olds, October 14-December 20 Winter: 9-year olds, January 6-March 13 Spring: 17-year olds, March 16-May 22

NAEP NAEP 2019-20 Communication Schedule • May/June: Notification letters to districts/principals, with copies to DACs • Before each assessment window: Assessment details mailings to schools; DACs will get email Age 13 schools in August Age 9 schools in October Age 17 in December Schools submit their own student list “e-files” before test windows Age 13: deadline was September 10 Age 9: deadline November 8 Age 17: deadline January 17

ACCESS for ELLs Fall Calendar • September 30 - November 5: Private school Pre-ID upload window • November 1: Ensure SIS is up-to-date, pushing correct ELP codes to WISEdata • November 4: DPI creates public school roster Materials order & PreID labels created from uploaded rosters on November 5 Alt-ACCESS ordered for students who took it last year or have the Alternate Assessment flag set in WISEdata • November 12: Test setup opens in WIDA AMS • November 26: Materials arrive, additional material orders window opens • December 2: Test window opens

DLM • Districts received PDF student reports through Educator Portal: Wisconsin Summary Report - recommended for parents Performance Profile - helpful for IEP meetings to further explain the Summary Report with can - do statements Learning Profile-helpful for curriculum planning • Districts also received an electronic download file through Educator Portal. • All DLM data is loaded in WISEdash, including data found on the Learning Profile.

DLM Instruction and Assessment Planner Formerly called “Instructional Tools Interface” • The purpose is intended to integrate classroom instruction and assessment in a cycle throughout the year. • Teachers have the flexibility in the selection of Essential Elements and linkage levels and the delivery of testlets so that instruction and assessment can be a customized experience for each student.

  14. DLM Instruction and Assessment Planner (cont.) Steps Needed to Use Planner • Security agreement needs to be signed • Teachers need to complete training • Students need to be rostered • First contact surveys need to be complete

  15. DLM User Cleanup • Important for security • Make sure only users that need access have access • Deactivate users who do not need access, or have changed roles or districts Training • Moodle training is available now; teachers can begin completing their training

  16. Forward: Thank you! Thanks to the Wisconsin educators who participated in the Forward Exam Item Review, Science Standard Setting, and Alignment Study meetings this summer. Educator involvement in these crucial steps of the development process helps improve the quality of our assessments as well as serve as excellent professional development for the participating educators. Applications will be available at the end of April to participate in the 2020 item review. Information will be provided in the DAC Digest, May Newsletter, and on the Forward Exam Educator Involvement webpage.

  17. Forward: Technology Training • The Forward Exam Technology Readiness Resources and Technology User Guide will be released November 14. • A district technology training presentation is scheduled for November 21. • More information will be available in the DAC Digest as the training approaches. • A DTC Q&A webinar is scheduled for January.

Forward: System Requirements • DACs and DTCs should review the system requirements documentation for the 2019-20 administration year to ensure their testing devices are meeting the minimum required for testing. • DTCs should confirm that the district testing devices can support the operating system that is required for running INSIGHT. • System requirements are available on the Forward Exam Technology Requirements and Resources webpage.

  19. Forward: eDIRECT Permissions • If you have not already done so, be sure to submit your district’s annual DAC and DTC updateformsby October 4. • DRC will assign DACs permission to access the 2020 administration portal in eDIRECT on October 25. • DACs must assign permissions to other users in the district. • DACs must remove permissions from and make inactive any individuals in eDIRECT who are no longer employed by the district and adjust user roles to sync with recent staffing changes.

  20. Forward: Accessibility Guide • The2019-20 Accessibility Guide is now available on the Forward Accommodations and Supports webpage. • Please ensure ALL staff are made aware of and view the Accessibility Guide for the upcoming 2020 test administration.

  21. Forward: Calendar • The Forward Exam calendar webpage has been updated with the 2019-20 test administration key dates by the end of September. • Please refer back to the calendar webpage regularly for any updates.

ACT Next Steps • November 5: PearsonAccessNext test administration portal for 2020 is available School Test Coordinators must manage their school’s test participation by selecting the correct test dates and ordering correct materials in PearsonAccessNext test administration portal. This is critical because ACT and test materials are specific to each test date and can only be used for that date (or window in the case of accommodations materials). • November 5: Test Accessibility and Accommodations (TAA) System is available for WI state testing dates School staff enter accommodations into the TAA system for students with documented disabilities. • Further instructions will be sent via the DAC Digest, biweekly ACT test coordinator emails, and emails from ACT.

Aspire Next Steps • Aspire is transitioning away from the current Aspire portal to PearsonAccessNext. • Aspire PAnext will be set up later this fall and DACs will receive instructions on how to give School Test Coordinators access. • For now, schools and districts should download 2019 reports from the Aspire portal. They will be available there until October 31.

  28. Reading Readiness Requirements 2019-20 • The 2019-20 Reading Readiness requirement will remain the same as the 2018-19 school year. • Districts will be required to assess Reading Readiness for all 4 year old kindergarten through 2nd grade students at least once during the school year. • Each school board and the operator of each charter school shall select the appropriate, valid, and reliable assessment of literacy fundamentals to be used. • The school board or operator shall ensure that the assessment evaluates whether a pupil possesses phonemic awareness and letter sound knowledge.

  29. Reading Readiness Results • Each school shall report the results of the screening to each student’s parent or guardian. • Each school shall provide a student whose screening indicates that he or she is at risk of reading difficulty with interventions or remedial reading services, as described underWis. Stats. 121.02(1)(c).

  30. Reading Readiness Reimbursements • DPI will continue to reimburse districts for eligible expenses. • Reimbursement for the 2019-20 school year will occur in May.
