  4. Feedback from the REIMS III S.C meeting 3 June 2008 (1) • Sub-Agreement A Presentation REIMS III OTG, Brussels 10062009

  5. Feedback from the REIMS III S.C meeting 3 June 2008 (2) • If both Sending and Receiving PPO are signatories of Sub-Agreement A: • Level 2 not applicable • Compound rate at 77% of domestic tariffs • No proportions sampling • No changes in operational/accounting procedures Presentation REIMS III OTG, Brussels 10062009

  6. 7. Feedback from the REIMS III S.C meeting 3 June 2008 (4) • If either the Sending or the Receiving PPO are Non-signatories of Sub-Agreement A and the sending chooses to offer or the receiving asks for Physical segregation: • Level 2 is applicable • No compound rate • Level 1 @ 78.5% of domestic tariffs • Level 2 @ 75% of domestic tariffs • No proportions sampling • Un-segregated (mixed) mail regarded as Level 1 • Changes in operational/accounting procedures (see below) Presentation REIMS III OTG, Brussels 10062009

  8. Feedback from the REIMS III S.C meeting 3 June 2008 (5) • Changes in operational/accounting procedures • No proportions sampling whatsoever • Current definition of Level 2 applies • Single IPK (L1 and L2 sampled in proportions) • New MSC code at dispatch level to be requested for L2 • Only accepts receptacles of the same MSC code • How include a distinguisher for Level 2 on the label? • Standard S47-1 for receptacle labels in Level 2 (rejected by the SC) • IPC trays for Level 2 • Other types of receptacles (e.g. pallets) possible on basis of bilateral agreements • What kind of tray for Non-Prio Level 2? Presentation REIMS III OTG, Brussels 10062009

  9. Feedback from the REIMS III S.C meeting 3 June 2008 (6) • Changes in operational/accounting procedures • To avoid bias in the gross to net weight adjustment, net weights for all mail (both Level 1 and Level 2) must be used when both L1 and L2 are in the same stratum • In cases where mis-segregation per Level is detected, issuance of a Verification Note is mandatory if the PPO wants to move the mis-segregated weight (whole receptacles) into the correct Level (Level 1). At least 10% of the weight of the mail in the receptacle has to be mis-segregated in order to apply this procedure. At the end of each quarter the weight of the mis-segregated mail will be summed up and moved to the correct Level • Level 1 or Level 2 could be included in the stratum for weighing purposes (dummy formats or dummy OE codes). The option of having different sample rates for Level 1 and Level 2 mail could be permitted. Bilateral agreement required. Presentation REIMS III OTG, Brussels 10062009

Feedback from the REIMS III S.C meeting 3 June 2008 (7) • Changes in operational/accounting procedures • New forms (CN55/56bis, NO4bis) as proposed by Deutsche Post • CN31 with new MSC for Level 2 dispatches to be elaborated • Which solution for CN61? • Deutsche Post (new rows) or • IPC (new CN61) • New CN64 to be elaborated? Presentation REIMS III OTG, Brussels 10062009

  11. REIMS III and TP REIMS III OG • Do we really need to elaborate REIMS III and TP REIMS III OGs? • Sufficient with current REIMS OG + complimentary REIMS III provisions as a separate document? • REIMS III might not be long-lived… Presentation REIMS III OTG, Brussels 10062009
