  2. Introduction A deal, in principle, has been agreed with Essex County Council, to purchase the freehold of the Youth Centre building and the land on which it is located, including the land on which the Scout Hut is built.

  5. The Youth Club Lord Buxton sold the site to ECC in 1948 A wooden building was erected Originally used as a school Then used as the Village Hall Then used as Community Hall after the Village Hall was built on the Glebe field Purpose built Youth Centre constructed Closed by Essex County Council

Community Centre - Proposition That the freehold of the land and Youth Centre building be purchased, from Essex County Council, for £300,000 That a Public Works Loan be raised to finance the purchase That the PWL be repaid over 25 years by increasing the precept by £11.96 per annum – 23p per household per week

  7. Community Centre - Proposition That ‘the building’ becomes a Community Centre That the Community Centre be refurbished and refurnished to a maximum budget of £60,000 – to be funded by donations, grants and fund raising

  8. Community Centre - Proposition That The Village Association be the Purchasing Authority That The Village Association finance legal fees and start-up running costs to a maximum of £25,000 That The Village Association finance the first 6 months loan repayment

  9. Community Centre - Proposition That a ‘management body’ be created, from volunteers, to form a registered charity to take permanent ownership of and assume on-going management of the facility
