June 2008 Taschkent CB - 07 - 01c (Performance Indicators) Outcomes of Meeting of 13th - 14th February 2008, Hannover, Germany CBC Co-chairs to request C4 to consider incorporating a Capacity Development paragraph into each task sheet in order to collect task related capacity building info. C 4 already agreed to incorporate CB paragraph into Task Sheet CB-07-01c Task leads to develop wording and guidelines for the above paragraph. Working out guidelines for CB performance indicators require the setting of clear and precisely formulated project goals and targets. Based on clear targets to be achieved, performance indicators can be defined. It furthermore requires a commonly accepted definition on CB. In order to address the issue empirically, theCB-07task force analysed the situation on “German CB Performance” by a pilot case study. It turned out that: a) the meaning of CB is very differently understood; partially not clear b) implementing agency/agencies as well as partner organisations were not clearly identified (who leads, who contributes, who is/are the partners) c) no information reached CB-Task on project goals d) “real” CB is not rendered at all: CB is mainly seen as transfer of technology in course of joint and mutual cooperation; where the transfer of technology promotes own capacities. d) no assessment of CB needs of the partner is visible.
