  34. Interim Communication PlanningStanding COMSECONDFLT ESP • Ship’s Force will use current standard fleet processes for obtaining EHF resources. Within the COMSECONDFLT OPAREA, if using the standing COMSECONDFLT EHF Service Plan is prescribed, sites should follow the COMSECONDFLT procedures to obtain authorization to use this ESP. • If using the standing COMSECONDFLT ESP, the initial Commplans provided by SMEs can be used (delivered during post-SOVT OJT)** • For current VACAPES beam, use Commplan entitled “C2F VACAPES” • 512K TIP net, MDR CMD Voice, 9.6 MDU, 128K Dual Simplex Net • Applies to WASP, COLE or NCTAMS LANT • For current JAXOPAREA beam, use Commplan entitled “C2F JAXOA” • 256K TIP net, MDR CMD Voice, 9.6 MDU, 128K Dual Simplex Net • Applies to any NMT units in JAXOPAREA **Note: These plans may need to be updated whenever the Standing ESP changes

Interim Communication PlanningNot using COMSECONDFLT ESP • Requests outside of the standing COMSECONDFLT ESP, sites will determine EHF requirements and submit appropriate Satellite Access Request (SAR) IAW ALSECONDFLT 023/09. • Upon receipt of the SAA and development of the associated ESP consistent with legacy ESP generation, PMW 170 SMEs will interface with COMSECONDFLT communication planners for file conversion. Updated image posted to CAS website • Site provides the SAA mission number for which the Commplan is desired and the SME will look up the SAA from SIPR websites. • NMT program will develop SAR and image file to support DT/IT/OT test activities

Summary • NMT requires electronic “images” for operations on EHF LDR and MDR • Schedule delays with AEHF satellites and MPE requires an interim comm planning process. • Fleet plans EHF resources as it does today • NMT SME’s convert ESP to electronic image file • Image file is downloaded from CAS website • No change in planning for Wideband services

Test and Evaluation (T&E) Overview (1 of 2) • Developmental Test and Evaluation (DT&E) • Developmental Test (DT) is conducted to demonstrate • Engineering and system integration process is complete • Risks are minimized • Overall system design and performance satisfactorily supports the mission capabilities identified • System is ready to enter into dedicated Operational Test and Evaluation (OT&E) • Integrated Test (IT) • Conducted by combined DT & OT test team • IT is intended - • To improve confidence in system performance • To ensure efficient resource utilization • DT/IT-C1 • Conducted under the auspices of the NMT Program • Will exercise the production-representative NMT in its operational environment over a 39-day period • Nominally four weeks will be dedicated DT with the remainder for the conduct of IT

Schedule • Proposed Field Test Schedule • DT/IT-C1 Test Execution: 5/2/11 – 6/30/11* • To be conducted by SSC Pacific ”concurrent with operations” • OT-C1 Test Schedule: 7/6/11 – 8/15/11 • To be conducted by OPTEVFOR • Proposed Daily Schedule • 9 to 12-hour days, 7 days a week • Possibly two 12-hour shifts, as required (based on site schedule/availability of NMT operators) * DT/IT extended to enable additional data collection on software patch planned for installation on 08 June.

Ship’s Support (1 of 2) • Two dedicated, trained NMT operators • Two dedicated, trained NMT maintainers • Berthing while underway • Two DT ship riders (GS-13 equivalent) during DT/IT • One OPTEVFOR ship rider (GS-13 equivalent) during IT • NMT must be up and operational throughout testing • If the system is powered down for maintenance or any other reason, request ship personnel • Log the outage and the reason • Return the system to the operational state as soon as possible • Inform DT personnel • Operationally realistic networks/PTP with operationally realistic data • Real world circuits with live data when applicable
