Third bill in May – give tighter definition to structure and functions of Auck Council – give consideration to process of handing over areas to Waikato and Hauraki eg existing policies/ by laws - align to Auckland provisions Lessons from Auckland Governance Change

Lessons and Issues from Franklin perspective: At all levels first determine objectives that are achievable within time and resources Don’t fight the white Submissions – role of public consultation? Establishing the boundaries Local government decision processes verses need for decisive and quick actions.
