  4. NGO/CHARITY COUNTERPLAN • Gates Foundation • Catholic Relief Services • Will claim to solve most or all of the case while avoiding a US-based disadvantage • May claim better solvency—no bureaucracy, less loss, more direct involvement, better understanding of harms, less colonialist, etc.

  5. PIC OUT OF AN SSA COUNTRY • Zimbabwe • Nigeria • Somalia • Democratic Republic of Congo • Sudan • Claim to solve most/all of case while avoiding a disadvantage to the particular country—could be instability, corruption, etc.
