NATIONAL SPORT FORUM • OBJECTIVES • Act as conduit between DSAC/GOV and civil society • Monitor Evaluate and implement programmes of DSAC • Development and Transformation in sport • Manage and secure facilities to avoid inaccessibility • Governance, accountability, transparency, commitment • Accountability of local and regional federations • Administer smooth running of sport within federations • Talent identification • Engage and interact with SALGA as a strategic partner - Ensure sporting codes are affiliated to various sport councils • Assist federations with development through interaction with corporate and government structures

NATIONAL SPORT FORUM • HISTORY • The provincial sport councils are all affiliated to SASCOC • The PSC plays a fundamental role in developing community sport at grassroots level • Against the backdrop of these two fundamental pillars we believe that our focus is to be the mouthpiece of mass based sport. • Our role as implementers of sport must be and service delivery must be profiled accurately

National sport forum • Development • Development within our community sport sector is severely impeded by the lack of resources in terms of facilities, funding and the lethargic manner in which the national federation view and effect it • The fundament role which the PSC must play will not be actualized if the current snail pace is maintained

  10. NATIONAL SPORT FORUM • Rural schools continue to haemorrhage and service delivery of sport to the masses is extremely hampered by the lack of clarity as to where school sport must reside. This debate must be accelerated • Unification of sport structures did not prove as effective as was intended as many of our clubs and federations • did not unify per say but was rather absorbed by more resourced federations

Development cont • These Federations possessed the skills and infrastructure • This aspect still haunts us as we continue to transform and breed second tier leadership in the form of adequately capacitating our sport administrators • Club development the re-direction of funding to pin point the beneficiation will stand us in good stead

NATIONAL SPORT FORUM • CHALLENGES • Transport and Sports Facilities • Province is vast and sparsely populated • Cost implication to service regions effectively • Own vehicles • Financial constraints • Collapse of structures • Athletes cannot practice sport of choice in own locality • Provincial federations can not perform • Collapse of regional sport councils • Transport to meetings • Logistical support to regions • Need to capacitate regions

National Sport Forum • Transformation • Resolutions of the National Sport Indaba must be implemented • PSC will be tasked to monitor and contribute to give credence to National Sport Plan which will be revised • Transformation cannot be efective in isolation of administration and good corporate governance

NATIONAL SPORT FORUM • Beneficiaries • Athletes benefit directly • PROVINCIAL academies train and capacitate administrators, coaches & technical officials • Athletes & administrators in rural areas are given the opportunity to better their lives • Unemployment is rife • Officials of clubs & federations benefit by programmes • Workshops & indabas to inform and share information • Capacity building within rural communities

NATIONAL SPORT FORUM • Programmes; • Implementers of all sport programmes initiated by Provincial Government • Rivet focus on beneficiation • FUNDING • Each province is expected to have in place and must be compliant with PMFA • Annual programmes and annual calendar of events • Implementation of transformation charter

NATIONAL SPORT FORUM • Budget • How will we utilize our budget • Development of all sport types • Funding importance to execute mandate • Budget; • HOW WE WILL IMPLIMENT • Development grants • Traveling for provincial federations • Capacity building (NCSC) • Administration (ALL Regional Councils) • NSF Administration – office space • Fulltime staff salaries • Transport for NCSC

NATIONAL SPORT FORUM • Conclusion • Key deliverables • Members of the NSF proves to have the development of sport at heart • Commitment and dedicated service to the sport fraternity in the country • All sporting federations under one umbrella • With adequate funding we will make an impact on the lives of our athletes • Assist government with combating crime by engaging them in life skills and recreation • “A CHILD IN SPORT IS A CHILD OUT OF COURT” • Strive to make sport the winner and victor that will bring integrity, excellence and equality in sport
