Aircraft Bird Strike • ICAO State letter AN 4/9.1-79/179, (23/11/79) request contracting states to report all bird strikes to aircraft. • ICAO publishes all bird strike information through IBIS. • Doc 9332-AN/909 Manual provides the ‘form’ for direct reproduction by states and dissemination to air operators and aerodromes. • Form to be completed by pilots, but can also be completed by airport ground staff, ATCs or a/c maintenance staff. • Aerodrome Safety • Aircraft Bird Strike • Aerodrome Control • Flight Operations • Uniform AOC • SAFA

Aerodrome Control – Civil & Military ICAO Annex 11 Chapter 2, in particular: • Air Traffic services authorities shall establish and maintain close cooperation with military authorities responsible for activities that may affect flight of civil aircraft. • Coordination of activities potentially hazards to civil aircraft shall be affected in accordance with 2.18. • Arrangements shall be made to permit information relevant to the safe and expeditious conduct of flight of civil aircraft to be promptly exchanged between air traffic services units and appropriate military units. • ICAO Assembly Resolution A36-13, Appendix O, ‘Coordination of civil and military air traffic’recommend that states take appropriate action to coordinate with military authorities to implement a flexible and cooperative approach to airspace organization and management. • Aerodrome Safety • Aircraft Bird Strike • Aerodrome Control • Flight Operations • Uniform AOC • SAFA

Discussion Bhutan proposes that the responsible authorities of all COSCAP member countries’ whose international airport(s) have both military and civilian aircraft operations to timely promulgate such activities in accordance with the provision of Annex 15. • Aerodrome Safety • Aircraft Bird Strike • Aerodrome Control • Flight Operations • Uniform AOC • SAFA

  7. Flight Operations – Uniform AOC From 1st January 2010 member states are advised to implement and issue AOC/Ops Specs in a format stipulated in the ICAO Annex 6, Appendix 6, paragraph 2. Information should include: • the State of the Operator and the issuing authority; • the air operator certificate number and its expiration date; • Aerodrome Safety • Aircraft Bird Strike • Aerodrome Control • Flight Operations • Uniform AOC • SAFA

Flight Operations - SAFA ICAO Annex 6 Chapter 4, in particular: • States shall establish a programme with procedures for the surveillance of operations in their territory by a foreign operator and for taking appropriate action when necessary to preserve safety. • An operator shall meet and maintain the requirements established by the States in which the operations are conducted. • Aerodrome Safety • Aircraft Bird Strike • Aerodrome Control • Flight Operations • Uniform AOC • SAFA

Discussion • Bhutan requests COSCAP member countries to share their views and suggest if any, on the implementations of the uniform AOC / Operations specifications format and the SAFA program in their states in accordance to Annex 6 standards. • Bhutan would like to propose to the COSCAP experts to explore the possibility to develop specific guidelines and computerized database for SAFA. • Aerodrome Safety • Aircraft Bird Strike • Aerodrome Control • Flight Operations • Uniform AOC • SAFA
