  2. Social Care (Self-Directed Support)(Scotland) Act 2013 From April 2014 the Act requires us to: • Offer choices on how support is arranged and managed • Inform the person of the “relevant amount” for each option offered • Facilitate the development of a diverse market

  3. Values & Principles There are 5 Statutory principles underpinning the legislation; • Collaboration • Dignity • Informed Choice • Involvement • Participation

Purpose of Assessment “A good quality assessment helps to ensure better outcomes for individuals and it helps to ensure greater consistency and transparency in how decisions are reached.” Draft Statutory Guidance on care and support • Determine eligibility for support • Explore needs and outcomes • Basis for future support

Edinburgh approach to assessment • Assessment should be: • person-centred – abilities and needs • outcome focused –what is important to the individual • conversational in nature • collaborative (person, carer, professional, others) • Underpinned by an assessment tool that links allocation of resources to level of need

  7. The Assessment Tool • Gathers general details • Identifies needs & abilities • Identifies current supports • Records views of others • Records risks • Considers the person’s level of capacity • Generates a score based upon the professional judgement of the assessor

  16. Converting bands to resources – the Funding Allocation System (FAS) • Each level and band will generate a score • The total score will be converted into a financial amount • The financial amount will be the person’s indicative budget – the amount they have to plan their support with

  17. Calibrating the FAS • The intention is that the indicative budgets generated by the FAS will be roughly equivalent to the cost of current care packages • Sampling exercise being undertaken based upon 800 assessments or reviews

  18. Aim of the sampling exercise • Establish eligibility, identified need and cost of resulting support package • Allow comparison of need expressed as a score and cost of support X Score X X Cost of Package

  19. Issues • Can one tool work for all service user groups? • When will the FAS be used? • What about high cost packages? • The indicative budget is an estimate not an entitlement

  20. Timescales • Sampling exercise to be completed end September 2013 • Analysis of results – October 2013 • New assessment approach, tool and Funding Allocation System to be in place by 1/4/2013
