  4. What does Public Safety want? • Cost • Coverage • Capacity • Control • Calendar • Content • Credible – Certainty

  6. Cost • Free would be nice – not in the plan • CapEx • Is $7 Billion sufficient (hint: NO) • OpEx • Total Cost of Ownership (TCO) • Device Refresh – stay up to date • Unique Device capabilities will cause issues

  7. Coverage • Rural, Tribal, wilderness, maritime, park responders • Usually have vehicle - power/antenna are not as constrained • Laptops are increasingly common in responder vehicles • LTE - 802.11 gateway • LTE - LTE small cell gateway • LTE - White Space gateway • Handheld - OK in rural and urban areas • Handheld could also use above mentioned gateways outside urban/suburban areas • Coverage has impact on Capacity • Good news #1 - Rural/wilderness/maritime/park LTE cell sites can cover larger areas • Good news #2 - Urban/suburban small cell sites more feasible so coverage/capacity can be ok

  8. Capacity • Video is going to be the problem for bandwidth • Voice is going to be the problem for latency • Everyone wanting to see what is going on (at incidents) is going to cause all kinds of problems (precedence and priority of responders)

  9. “Control” • SLA - reporting and monitoring • Precedence and Priority - constrained resource problem when it “gets ugly” • Good news, NIMS/ICS model addresses the concept - the execution (TBD interesting) • Governance - 60,000 “Princedoms” have to get more cozy - who will be King? • “Manage” vice “Control” (D.R.)

  10. Calendar • When will it start being built • When will it be available “for me” • When will it be finished

  11. Content • Secure • My Data & those other guys Data • Internet data • Voice, Video, pictures, graphics* • Applications that do it all!

  12. Credible - Certain • Partnerships • Trusted providers • Reliable providers (alt routes) • Sustainable - stays current with commercial carrier technology

  13. Contributors • Federal ??????? • State • Local • Utilities • Transportation

Consequences • Infrastructure upgrades - good news for communities if done properly (effectively BTOP III) • Data Overload and impact on decision making - “Embarrassment of Riches” • “Better is the enemy of Good Enough” • Single Sign On • All eggs in one basket • Impact on Voice LMR • White Space adjunct (channel bonding) • Datacasting adjunct • Training and Support Staff • Every responder becomes cameraman… • How many people available to watch all this video?

  16. Expectations ! • Low cost - or - High cost • iPhone used instead of LMR or Laptops • 4 Carriers and Satellite link in every device • PTT on every device • HDTV on every device • Completely secure • Available next year - or - Never happen

Wrap • Thank you again for this opportunity • During this session, Public Safety will have answered over 50,000 911 calls – National Emergency Number Association statistics • Secure, cost effective, and reliable wireless broadband can improve safety of our Country – Urban jurisdictions have experienced LTE and when Rural, Tribal, Wilderness, Maritime, and Park jurisdictions have this capability it will be a game changer for Public Safety • Public Safety will benefit with expanded partnerships and users
