  3. A construção do porto. A execução dos sucessivos aterros. PREFEITURA MUNICIPAL DE PORTO ALEGRE No final da década de 20 do século passado, a construção do porto interpôs entre a população e as águas uma extensa edificação linerar, de uso restrito, inaugurando assim o nosso afastamento do rio. Ao longo do tempo, os aterros na margem sul afastaram as águas da população, através de extensas superfícies desprovidas de condições de utilização.
