BACKGROUND • The CBYCC is in transition-Preparing to be converted from a youth detention to an adult detention center • August 2017 - Facility no longer used to detain youth • The County contracts with Tehama County to detain youth • The County averages 4 youth per day • Rate- $100 per day per individual youth plus medical and mental health costs • 17/18 - $139,400 • 18/19- $180,00 • Facility currently used for Juvenile Probation Department Programs and all Juvenile Probation Duties • Charlie’s Place • County Community Court/Day Reporting School • Life skills programs, Anger management, prosocial skills, AOD • SARB hearings and Truancy Program • Intensive High Risk Youth Supervision • Informal Juvenile Probation Supervision • Placement Youth Supervision • Juvenile DPO’s and support staff office space

CURRENT FACILITY • Facility is not conducive to prevention focused programs • Locked sterile institutional environment • Facility is underutilized and expensive to maintain as a classified Juvenile Hall • New policies and procedures need to reflect current operations • Needs to be converted to unlocked facility • Inefficient and costly to repair/maintain building and equipment • Facility must be vacated in the next 12-24 months to facilitate the new jail construction project • Jail project is moving quickly and some projects may be started/completed as time and funds allow • Discovery property is currently available

  4. CONCEPTUAL APPROVAL • Partner with Yreka Unified High School District to Relocate the youth program to the currently vacated Yreka Options/Discovery High School building • Location is on school grounds adjacent to Yreka High School facilities • Classroom environment for conducive to prevention programs • Main building will be converted to office space to provide for all Juvenile Supervision needs

PROJECT CONCEPT • Contract with YUHSD to remodel approximately 5200 square feet of space to accommodate • Juvenile Probation Staff • Officers, Supervisors, Managers and support staff • Charlie’s Place • High School Education provided by County Office of Education • Programs and Services • Life skills- including culinary, job readiness • Mental Health Services and Assessment in partnership with BHS • Alcohol and Other Drug • Anger Management • Transition assistance for those released from incarceration

ESTIMATED PROJECT COST • YUHSD to Remodel Facility- approx$165,000 • Create office space • Office security features • Parking lot • ADA upgrades • Flooring • County to install phone, security cameras and IT – $30,000-$40,000 • County to rent facility – approx $3,500 per month ($.58sq ft) • Includes building maintenance and garbage service • Rent in Yreka- average $.75 sqft for commercial buildings • Estimated completion date late fall

  7. COST • Relocation • $200,000 remodel • $55,000 savings to vacate CBYCC • Utilities and maintenance • Net cost to relocate $145,000 • Off-site Space Rental • $42,000 per year
