USAF Product Support Managers (PSMs) Implementation Status • Strategy/Status • 124 ACAT I, ACAT II and AFPD 10-9 (former ACAT I and ACAT II) programs identified requiring PSMs • 66 ACAT I • 32 ACAT II • 26 AFPD 10-9 • 98 Program Managers assigned • ACAT I: 45; ACAT II: 20; AFPD 10-9: 17; ACAT I & II: 8; ACAT I & AFPD 10-9: 3 • ACAT II & AFPD 10-9: 3; ACAT I, II, & AFPD 10-9: 2 • 76 PSM requirements identified • 34 ACAT I • 16 ACAT II • 6 PSMs identified supporting both ACAT I & ACAT II programs • 20 PSMs identified for AFPD 10-9 programs • 99% PSM positions filled (75 of 76); expect 100% PSM assignment by 30 Apr 2011

USAF Product Support Managers (PSMs)Implementation Status cont • KLP/CAP Requirements • 25 PSMs meet applicable KLP or CAP requirement • Date PSMs will meet 100% requirement for KLP/CAP is TBD pending classification • Life Cycle Logistics APDP Requirements • 34 meet certification requirement • 9 require waivers • 24 unknown (PSMs temp assigned) • Service level guidance issued 11 Mar 2011 – AFGM02, AF Guidance Memorandum to AFI 63-101, Acquisition and Sustainment Life Cycle Management • Includes all programs identified on the Acquisition Master List (AML) and designated weapon systems cited in AFPD 10-9, Lead Command Designation and Responsibilities for Weapons Systems

USAF Product Support Managers (PSMs) Implementation Status cont • Trends/Concerns • Critical Acquisition Position (CAP) Requirement • GS-13s identified for PSM positions • OSD mandates positions be designated as CAP • SAF/AQH policy – GS-13 positions cannot be designated as CAP • Core Documents • Core docs for PSMs are in work but classification is a lengthy effort • Temporarily performing duties while awaiting classification • May not grade out as GS-14/GS-15 • LCL Level III • Not enough LCL level III certified people to meet this requirement • Waivers required • Resource Neutral • Fiscal constraints may hamper program implementation

USAF Product Support Managers (PSMs) Implementation Status • Risk Mitigation Plan • Work with classification to identify duties and structure organization to obtain desired grade • AFMC and AFSPC work with HAF to submit core doc for classification • Submit waivers for LCL III positions as needed • Identify training requirements • Remain resource neutral • Next Steps • Place permanent fills for the current temporary PSMs • AFSPC develop a guidance memorandum for PSM implementation • For ACAT III programs, the PM may accomplish product support functions of the PSM
