  1. Mission There is in the Office of the Secretary of the Army an Army Reserve Forces Policy Committee. The Committee shall review and comment upon major policy matters directly affecting the reserve components and mobilization preparedness of the Army. The Committee’s commentson such policy mattersshall accompany the final report regarding any such matters submitted to the Secretary of the Army and the Chief of Staff. Sec 10302, Title 10 USC

Roots go back to National Defense Act of 1916 • In 1920, the Army had 2 separate committees for each Reserve Component • 2 committees merged by law & reported to CSA • Subsequently, the ARFPC was placed under the Office of the SecArmy • Committee provides face-to-face briefing quarterly to the SecArmy

Legal History 1986, Goldwater-Nichols Reorganization Act • ARFPC established as one of the 7 required offices of the SecArmy • ARFPC reporting lines elevated to SecArmy & CSA (removed from under Asst Sec for Reserve Affairs) • Expanded ARFPC mission to include major policy issues concerning the mobilization preparedness of the Army (previously only dealt with Reserve Component policy issues)

Immediate Major Issues • Alert Orders 1 year prior to mobilization • Stabilization of Unit Battle Roster 1 year prior to mobilization • Mobilization Orders not later than 90 days in advance of mobilization • Mobilize units by Modified Table of Organization and Equipment (MTOE) • No Boutique/Designer Request for Forces (RFF)

  10. Immediate Major Issues (2) • Limit use of Derivative Unit Identification Codes • Utilize and respect unit command and control at battalion and brigade levels • Stabilize ARFORGEN Model/Define Terms • Continuum of Service - continued voluntary active-duty beyond 179 days at full per-diem

CSA Army Initiatives • Accelerate Army growth and readiness improvements to consistently field forces for victory and to sustain a campaign quality, expeditionary Army. • Enhance quality of support to Soldiers and Families to preserve the strength of the All Volunteer Force. • Maintain continuity and momentum in modernization to improve capabilities of current and future force. • Complete transition of Reserve Component to an Operational Force. • Accelerate change in leader development programs to grow leaders for tomorrow’s strategic environments. • Adapt institutional policies, programs and procedures to support an expeditionary Army at war. • Build strategic communication capabilities to effectively communicate with internal and external audiences.

  12. Army Initiative 4 • FORSCOM has the lead for the Army • The ARFPC has been tasked by the Chief of Staff of the Army to engage FORSCOM and provide the candid RC field perspective. • ARFPC visited FORSCOM and provided feedback on AI 4 efforts

  13. Keys to Army Initiative 4 • Will be an expensive proposition • Will take time to make the transition • Popular Support is key – grass roots campaign by RC leaders is important

  14. Keys to Army Initiative 4 • Full Time Support – one huge reason the USAFR/ANG more deployable • Manning – first building block, recruiting and retention • Training – timely and budgeted • Equipping – Not just training sets

ARFPC GWOT Accomplishments • Mobilized Soldiers promoted regardless of grade of slot they occupy • Preservation of FTS ramp (consideration of 100% of FTS requirements) • 12-month mobilization cap • Reduced time at the MOB station • CAC cards now say “Army,” for all Soldiers; not “Army Reserve” or “National Guard” for some • RC retirees now designated as “Retired, US Army,” not “Army Reserve” or “National Guard” • RC perspective & issues elevated and visible

Ongoing ARFPC Issues and Actions • FTS – recommend to DA that FTS be filled at 100% of last manpower study, this is included in AI 4 • Unit Stabilization – recommended units be alerted a year prior to mob and that Stop Loss be concurrent with alert. Currently looking at options other than stop loss to enhance unit retention prior to mobilization/deployment • ORTC Facilities – Recommend completing existing ORTCs and evaluate for future needs, incl power projection platforms. Continuing issue as ORTCs continue losing funding • Multi-Compo Family Programs – recommend funding to validated rqmts with equitable allocation of benefits for all 3 components. • ROTC – recommend ROTC be correctly resourced and Cadet Cmd be responsible for a RC msn success number as with the AC

  17. Ongoing ARFPC Issues and Actions • Medical/Dental – recommend alert a year prior to mob which would allow medical and dental care to begin. Pursuing other options to cover health care for RC members and families. • MFT – recommend allowing involuntary Mob for Training even when not under a MOB authority to increase DMOSQ. Ongoing. • CO-ADOS – Recommend CO-ADOS be streamlined and applied evenly across components for all soldiers (incl those wounded in theater) . • Operational Reserve – Recommend bridging strategy to get RC from Strat Reserve to Operational Force. AI #4. • Multi-Compo Family Programs – recommend funding to validated rqmts with equitable allocation of benefits for all 3 components
