Kao's efforts in building RAW from scratch were instrumental in creating a robust intelligence network that was capable of countering any external threat to India. Kao's contributions to RAW were many. He oversaw the agency's operations in Bangladesh during the 1971 war, which led to the creation of Bangladesh as a separate nation. Kao was also instrumental in developing intelligence networks in Pakistan and China, which helped India to gain valuable information on these countries' military capabilities.
