Role of the President • The President of the Board is the chief spokesperson for the NTVS, the Vancouver Nisga’a Urban Local. • The President is NTVS’s representative on the NLG Executive Committee and also sits as part of the WilpSi’ayuukhl Nisga’a (WSN). • The President also sits on the Lands and Resources (L&R), and Public Order Peace and Safety (POPS) Committees.

NLG Finance Committee • NTVS Provisional Budget Presentation • March 11, 2013 • Day 1 - Submit and Present the 2013-2014 NTVS Provisional Budget. • March 12, 2013 • Day 2 - Observe the process of provisional budget submissions for all 7 Nisga’a Nation communities. • March 13, 2013: • Day 3 - Last day of provisional budget presentations; “provisional budgets,” are tentative & can be changed, note that Nisga’a Ts’amiks has another opportunity to resubmit a final budget by September 30, 2013.

WSN Sitting • March 26-28, 2013 • NLG Chambers • WSN Order of Business • Swearing in of new appointments to the Council of Elders. • Overview of the Nisga’a Settlement Trust. • Nisga’a Nation Budget Process - Presented by former CFO. • Presentation of IHLC, Stephanie Lysyk, regarding Member Code of Conduct • Member’s Petitions (if any) • Members Statements – This is the opportunity for me & my colleague, Marcia Guno to speak on your behalf. • Question Period • Urgent Matters (if any) • Summary of WSN Resolutions (review December 2012 & January 2013) • Motion to adopt the Provisional Budget of the Nisga’a Nation for Fiscal Year 2013 – 2014. It passed unanimously.

  6. NLG Executive Meeting • May 22-23, 2013 • NLG Fiscal Financing Agreement (FFA) • Sharing President H. Mitchell Stevens’ message that preparations are well underway to begin negotiations for our next Fiscal Financing Agreement (FFA). The FFA ensures that the Nisga’a Nation receives transfer payments from the federal and provincial government to provide agreed upon services to us. • “I ask that all departments Nisga’a Village Governments and Nisga’a Urban Locals assist our Chief Financial Officer, Brian Fitzpatrick by ensuring he has all the information he requires to carry out the important task of getting us ready for the Fall 2013, we need this information to be successful at the fiscal negotiations table.” • NLG Communications • NLG Communications Directorate has launched a new NLG Website, please visit: http://www.nisgaanation.ca for a site visit • Requests to post the NLG – Audited Financial Statements Retrieval and NLG Settlement Trust have been posted.

NLG Executive Meeting • Nisga’a Fisheries • Nisga’a Fishery 2013 Salmon Fishery is well on it’s way and NTVS members need to be aware of the following: • Nisga'a Fishing Licenses can be obtained at the Nisga'a Lisims Government Office • Nisga'a Individual Sales Permits can be obtained at the Nisga'a Fisheries & Wildlife Office. Cost, $30 per permit.  Any Nisga’a citizen over the age of 65can obtain this license for free. • Nisga'a Transportation Permits can be obtained at the Nisga'a Fisheries & Wildlife Office.  • Nisga'a citizens must present the fish for transport in person at the Nisga'a Fisheries & Wildlife Office prior to obtaining a Nisga'a Transport Permit.

  8. NLG Executive Meeting • BC Medical Services Plan: Notification of the Nisga’a and FNHB Administrative Arrangement • NLG received a letter from Health Canada’s BC Regional Director in regards to Health Canada entering into a Framework Agreement with the First Nations Health Authority (FNHA). • Notifying of a transfer of authority is to take effect starting July 2, 2013 and will transfer all management, administration, and program delivery functions in BC which is presently handled by FNIHB Health Canada staff. • “This change in the regional operations will affect the arrangement we have with your government. Health Canada will not be able to continue the current arrangement. We are therefore providing you formal notification that we will be terminating payment of premiums on your behalf for eligible Nisga’a citizens effective July 1st, 2013.” • This will include the management and payment of Medical Services Premiums (MSP).

NLG Executive Meeting • NLG Response • Nisga’a Nation would like to reiterate our surprise and disappointment that it was not further consulted with respect to the development of the First Nations Health Authority (FNHA) and the consequent impacts it might have on established government to government relationships between Nisga’a Nation, Canada & BC as set out in the Nisga’a Final Agreement. This is particularly concerning in light of the letter sent to Minister Aglukkag & BC Ministries on October 22, 2009 expressing our very “serious concerns” in respect of any discussions affecting our rights under the Nisga’a Final Agreement as well as our government to government relationship. We further expressed clearly that the Nisga’a Nation, “will not agree to any of our funding for health services flowing through a delegated body, like the proposed authority. • We ask that you formally withdraw your letter of May 2, 2013 and properly engage the Nisga’a Nation in a discussion to clearly delineate our future relationship with Health Canada that is consistent with our relationship under the Treaty and consistent with the commitments made under the First Nations Health Authority Framework agreement not to interfere with Treaty government relationships. • In the meantime we insist that Health Canada continue to ensure that MSP payments on behalf of the Nisga’a Citizens remain current and that Nisga’a citizens remain eligible for provincial health services coverage. • We intend to raise this matter at our Tripartite Finance Committee meeting on May 27, 2013 and are copying Canada and BC’s representatives to that Committee in order to ensure this item is placed on the agenda. If this matter is not resolved at that meeting, we will have not choice but to convene a further meeting of that Committee in September 2013.

  10. Public Order Peace & Safety Committee • May 6, 2013 • A question was raised about NTVS’s participation on this committee given the lack of relevance of the committee outside the Lisims. • A motion was passed to remove NTVS from the committee. • Following the meeting there was additional discussion to have NTVS remain. • The motion will be presented to the next NLG Executive for consideration, where a final decision will be made. • POPS Priorities • Domestic Violence & Sexual Assaults (National Issue) - Increase in numbers. • Shared Missing Aboriginal Women - Downtown Eastside & Highway of Tears • Restorative Justice – Lack of Resources • Nisga’a Enforcement Officers – Bear Complaints • Bylaw Enforcement Officers – Dog Complaints • Cultural Sensitivity Training - for new RCMP Officers

Lands & Resources Committee • May 7, 2013 • Reviewed Quarterly Finance Statements: Previous Fiscal Year to March 31, 2013) • Land Title Update: Nisga’a Individual Landholding Project • Lands Update: Land Use Plan, Fishery Bay Shoreline & Management Plan, Nisga’a Land Act Regulation • L & R Priorities & Other Business • Forest Resources Manager – Vacant • Enforcement Manager – Position was filled. • Fire Season - Planned training for wild firefighting to prepare for fire season. • Committee Terms of Reference - to be distributed to LRC members. • Nass Area Strategy - Information Update to Committee.

Lands & Resources Committee • NT Workshop – April 6, 2013 Nisga’a Landholding Transition Act • Thank you to all those NT members who attended this workshop & for all of the questions & concerns you addressed. • Nisga’a citizens now have the opportunity to own their residential properties in fee simple. • This type of ownership means Nisga’a people will be able to own their homes the way other Canadians own their homes – with the ability to mortgage their property as security for a loan, or to transfer, bequeath, lease or sell their property to anyone, Nisga’a or non-Nisga’a. • For additional information, please contact the L & R Directorate at 250-633-3091, or toll free at 1-866-633-0888, or by Email: land.title@nisgaa.net.

  13. NTVS Vision • My Vision as President of the Board for NTVS Remains • A NTVS run full Nisga’a language immersion program for our urban Nisga’a children. • Our own building in order to be an urban Nisga’a Cultural & Convention Centre.

Other Activities & Community Engagement • April 10-11, 2013 • Attended a 2 day orientation session: Nass Area Strategy • April 27th, 2013 • Workshop: Nisga’a Valley Health Authority HUB, again, thank you to all those NT members who attended this session. • June 8th, 2013 • Community Engagement • Attended NTVS Graduation Ceremony, registered: 6 – Kindergarten; 9 - Grade 7’s; 8 - Grade 12’s; 22 Post Secondary, Total 45 Grads. • June 20, 2013 • Community Engagement • Today’s Community Meeting
