  2. Objective of the project Establish a statistical system that aims to communicate with users and provide services to users based on their requirements.

Activities of the project • July 1998, a 2-week seminar of user requirements was held in Munich Germany. • November 2001, two German specialists visited China to investigate Chinese user requirements. They visited corresponding users, and held forum of user requirements with governmental institutions, economic research institutes, and the journalists. • April 2002, the second seminar of user requirements was held in Suzhou China, in which 6 German specialists introduced how to utilize modern info technology to release and spread statistical data, and provide services to users.

  5. Users of governmental statistics in the old economic system • National decision-making departments • National economic management institutions • Economic research institutes • Small amount of trades societies, private associations and news agencies.

Users of governmental statistics in the market economic system • National decision-making departments • National economic management institutions • Economic research institutes • Large amount of trades societies (there are nearly 300 trades societies in industry and traffic fields) • Financial institutions like banks, insurance and securities companies • Information service, investment, market research, and credit rating companies • Industry and traffic enterprises • Foreign financial and consultation institutions, large multinationals and Chinese branches of foreign corporations

  7. The Major difficulties issue • one is the ever-increasing amount of social users • the other is that the current statistical data set can no longer meet the requirements of new users.

  8. The importance ideas is: The reform plan of industry and traffic statistics according to the user requirements

  9. The main contents: • Reform the calculation method of monthly industrial growth speed, using production index method or price deflation method to replace fixed price method. • Reform the traditional statistical system that focused on real products but overlooked values. Establish and consummate continuously the statistical system of industry and traffic values to provide services to SNA. For example, the income survey of industry and traffic, the industrial enterprises cost structure survey, and the capital flow survey have been established. • Carry out small sized industrial spot checks in national scale, which can provide statistical data to economic management institutions, helping them to regulate the macroeconomic situation. • Carry out highway traffic volume survey to provide statistical data to road planning departments. • Improve the statistical method of industrial products prices, using price deflation method to solve the comparability problem of price index to meet the requirement of SNA. • Establish a direct report system of 5000 large industrial enterprises with modern communication technology to provide prosperity monitoring system for macroeconomic management.

  10. Facing the ever-increasing users, the dada collection methods and processing methods are improved to meet their requirements. The main contents are: • Establish a category of industry and traffic enterprises that will be updated periodically to support spot checks and user queries. • Improve data transmission and processing, the data of 160,000 industrial enterprises can be processed directly, and provide sectional or regional dada to social users

  11. Improve the standard industrial classification with reference to that of EU and UN, making it more comparable with international standards.

  12. Develop existing enterprise data, publish statistical magazines periodically and compile statistical reports to meet the requirements of private users and news agencies.

  13. Employ part-time consultation personnel to answer the questions concerning the statistical data from users.

  14. Undertake statistical tasks commissioned by special users to meet their special data requirements

  15. Establish a communication system with users in a periodic basis to hear the opinions about the statistical reform and statistical data from users.

  21. Main publications of industrial and traffic statistics and their service ranges • Production Statistics of Industry and Traffic Monthly: Published on 9th – 12th after each month. Freely distributed to governmental departments, corresponding economic management institutions, and new agencies.

  22. Economic Benefits of Industrial Sections Monthly:Published on 30th after each month. Research institutions, trades societies, financial institutions, consultation companies, and large enterprises can subscribe it with cost price.

  23. Prices of Main Industrial Products Monthly: Published on 30th after each month, Subscribed with cost price.

  24. Annual Report of Industrial Statistics:Published in late August after each year Freely distributed to governmental departments and corresponding economic management institutions. Published in late July after each year.   25. The propagation mode of statistical data • MediaBrief monthly statistical data will be issued as press release through media such as television or newspaper 10 days after each month. • Magnetic mediumThe more detailed statistical data will be provided through diskette or CD-ROM to corresponding economic management or research institutions. • Web Statistical data will also be issued through (internal) statistical website established by the Industry and Traffic Statistics Department and 5000 interconnected direct information release websites to the public.

  26. Main problems to meet the requirements of users • The existing statistical contents cannot satisfy the ever-increasing amount of users and their various needs. • The setup of a dividing line between free statistical data and chargeable statistical data services. • The secrecy issue of statistical data. • The fairness and authoritativeness of statistical data.
