Security Research Programs National: Research programs of Federal Ministry of Education and Research (BMBF) European Commission (EU): Until 2013 the EU will provide a total of 1.4 billion Euro in the scope of its 7th Research Framework Program for the “Security”-Research. 8th Research Framework Program has been announced. Overall volume for security research: 4.2 billion Euro (Treaty of Lisbon aims to promote the European security and defense market).

  4. Governmental Objectives for Security Research Improve use of security research by security authorities. Increase in “repatriation quota” of research funds by German enterprises. Improve networking between governmental authorities and research institutes.

  5. Arguments for a THW Involvement in Security Research • Promotion of research as clearly articulated will of the Federal Government (coalition agreement) and the EU (7th & 8th Research Framework Program). • Involvement of THW as an end user to influence research results. • Support of THW through: • - Transfer of know-how to THW - Funding of facilities, equipment and exercises • Promoting the external image of a modern emergency service.
