  4. National Level Actions §National Regulatory and ICT policy §NREN: Creation, Connectivity (bandwidth consortium) Criteria membership (constitution inclusively)

AAU role National §Form a national research entity to be able to influence the government if one does not already exist (Research communities) AAU to play a role to promote the creation of this to give a hand to those where need is required. Help them start and then step away when they start developing them. AAU therefore needs a cooperation programme that will facilitate universities, scientists to form their network

  6. Regional Networks §Regional university associations to support establishment of NRENs and RRENs Regional Networks §Such us Ubuntunet AAU to advocate and promote the role of RRENs throughout Africa and internationally at geo-political forums e.g. AU/NEPAP

  7. Pan African Level Information exchange and learning §Identify all the activities and actors §Annual meetings §Policy Change and lobbying activities to push agenda of open access and low cost bandwidth §Need for capacity building support for these groups to be effective

Pan African Level §Develop a strategy with clear identification of needs and plan for long-term sustainability §Hold a donor forum involving all stakeholders including local and national stakeholders §AAU is the appropriate vehicle to facilitate the three activities raison why have create a special unit for that

  9. Conclusion • Legality: Formal continental level positioning/ influence; mandate • Authority and recognition to act in this domain; •  AFUNET project • Avoid fragmentation • Holistic approach for sustainability
