  6. Why CPDLC ? • Supports FAA Flight Plan Goals and ATO Business Objectives • Increased Safety • Potential reduction of operational errors • Greater Capacity • Increased sector capacity via decreased communications workload • Increased fuel efficiency • Increased airport arrival efficiency rate • Ability to meet future ATC demands • International Leadership • Harmonization with EUROCONTROL LINK2000+ and CASCADE programs • Enables realization of benefits by other tools • Delivery of complex resolutions via Conflict Probe • Establishes an infrastructure for the future • Data link is a fundamental building block of the future NAS F E D E R A L A V I A T I O N A D M I N I S T R A T I O N • A I R T R A F F I C O R G A N I Z A T I O N

  7. CPDLC Build 1 • Ceased operations at 12:01 AM on October 1, 2004 • $3.3M annually for Miami sustainment only • Does not include FAA personnel costs • FY05 funding of $3M insufficient to sustain Miami • 24 months of successful operation with no associated OEs • Over 80,000 messages exchanged with no corruption • Approximately 16,000 operational transactions • Over 2,640 minutes of voice channel occupancy time saved • Over 800 “cleared direct” MT issued • 31 aircraft equipped with Rockwell Collins avionics • Capturing lessons learned for incorporation into formulation of national program in the ERAM time frame F E D E R A L A V I A T I O N A D M I N I S T R A T I O N • A I R T R A F F I C O R G A N I Z A T I O N

  8. CPDLC National Build • Program under investment analysis • “Opening” baseline is to develop the 4 “Build 1 Services” capturing lessons learned from Miami experience • Integrate with ERAM architecture • Develop independently and in parallel with ERAM baseline releases • Build CPDLC release on ERAM EIC then sync to available release • Benefits and alternatives analyses will examine “extensible” services • Benefits vs. “price of risk” analyses will define final program • Use ERAM-provided common services, e.g. data reduction, adaptation, software distribution, monitoring & control • Implement architectural mitigation in lieu of extensive design assurance F E D E R A L A V I A T I O N A D M I N I S T R A T I O N • A I R T R A F F I C O R G A N I Z A T I O N

  9. CPDLC National Build (cont’d) • Provide robust failure recovery and ground security solutions • Implement SARPs Edition 2 communications stack • Interoperable with EUROCONTROL Link 2000+ • Replace Build 1 R-side controller CHI and introduce D-side CHI • Introduce interfacility communications capability • 2 key sites for testing beyond WJHTC • Initial Operating Capability (IOC) at first key site in June 2010 • Deploy nationally after 2010 • Strategy requires coordination with ERAM and aviation community • First rollouts to maximum benefit areas, e.g. hubs, as practically feasible • ATN SARPS edition 3 with security future enhancements • Work closely with EUROCONTROL F E D E R A L A V I A T I O N A D M I N I S T R A T I O N • A I R T R A F F I C O R G A N I Z A T I O N
