  2. Goal 1: To increase state-level capacity to provide leadership, professional development, coaching and support to schools. STATE Critical Components • State Leadership Team (PO 5) • State-Level PD Trainers and TA Providers (PO 6) • Evidence-Based Professional Development Practices to Support Identified Competencies (PM 1) • Sustained SPDG-Supported Practices (PM 3)

Goal 2: To increase the number of schools in CT implementing a scientifically research-based core program of literacy instruction driven by common core state standards and positive behavior support and multi-tiered interventions. Critical Components LEA • High Quality Professional Development (PO 7) • High Quality Technical Assistance (PO 8) • Fidelity of Implementation (P0 9 and PM 2) • Special Education Teacher Retention (PM4) • Family Involvement (P0 10)

  4. Goal 3: To improve the academic achievement of all students, specifically students with disabilities, students of color, and students learning English.
