This module guides you through the process of preparing for and holding community meetings and determining whether a 90-day appeal period is required for study projects. Only authenticated users with a Pre-Appeal Study Task Lead and NSP Task Lead role can manage these post preliminary activities. Training manual users will find workflow and role diagrams throughout the modules. Web-based users, may click on the “View Workflow” and “View Role” buttons to see where you are in the workflow and role descriptions with associated organization types. Determine Community Meeting Schedule MANAGE POST PRELIMINARY PROCESSING The Determine Community Meeting Schedule screen allows the Pre-Appeal Study Task Lead to provide meeting dates for any final community meetings that are required. Enter the proposed date of the final meeting in the “Meeting Date” field. Reminder: Online Help content provides assistance to users and is available throughout the MIP. Throughout this module the role performing the activity and a numerical or descriptive identifier for the screen are displayed in bold on the bottom left and right hand corners of the screen shot to the right.   3. Determine Community Meeting Schedule MANAGE POST PRELIMINARY PROCESSING Pre-Appeal Study Task Lead SP02 Bottom (Continued) Indicate if intermediate meetings are required for this study project. Note: Clicking the Save Work button will save the data a user has entered; however, a user can not save a screen that is only partially completed. For all study workflow tasks, there will be a Review screen (where all task information entered can be reviewed) and a Complete Task screen.

Prepare and Hold Intermediate Meetings MANAGE POST PRELIMINARY PROCESSING The Prepare and Hold Intermediate Meetings screen allows the Pre-Appeal Study Task Lead to track intermediate community meetings that were held. Indicate whether or not the invitees attended the meeting. Check “Meeting Minutes Collected” as meeting minutes are required and enter the name and organization of the person receiving the minutes. Provide a brief summary of the meeting in the space provided. Click “Add Meeting” and repeat for each meeting that was held. Multiple intermediate meetings can be added for the same community.   5. Confirm Final Community Meetings MANAGE POST PRELIMINARY PROCESSING The Confirm Final Community Meetings screen allows the NSP Lead to approve or reject the meeting list. Confirm the date of the final meeting. If the date is rejected, the task will be sent back to the Pre-Appeal Study Task Lead to revise the date. If the meeting date is accepted, the task will be sent to the Pre-Appeal Study Task Lead to prepare the final meeting. Manage Post Preliminary Processing ROLE: NSP Lead Description of Role: Responsible for approving the BFE Notice, confirming the meeting schedule, validating the MSC deliverable, and submitting map products to the MSC. Organization Type: ModRMC, ModHQ SP03Confirm Community Meeting List (final meeting) Decideif the meeting list is acceptable. If yes, go to “Prepare Final Community Meetings” (SP25). If no, go back to “Determine Community Meeting Schedule” (SP02) for rework. NSP Lead SP03 Where are you in the Workflow?

  6. Prepare Final Community Meetings MANAGE POST PRELIMINARY PROCESSING The Prepare Final Community Meetings screen identifies the items that have been completed in preparing for community meetings. The Pre-Appeal Study Task Lead must indicate that the required tasks have been performed in preparation of the meetings.   7. Hold Final Community Meetings MANAGE POST PRELIMINARY PROCESSING The final meeting that was set up previously will appear on the Hold Final Community Meetings screen. Modify or delete the meeting(s) listed or add a new meeting after clicking continue. Manage Post Preliminary Processing ROLE 1: Pre-Appeal Study Task Lead Description of Role 1: Responsible for pre-appeal post preliminary processing including the holding of intermediate and final community meetings and determining if an appeal period is required. ROLE 2: FEMA Lead Description of Role 2: Conduct final meetings, approve BFE and LFD dockets, and approve appeal resolution letters, suspension notifications, and revalidation letters. Organization Type: Assigned PostPrelim Org or FEMA HQ, or FEMA Region. Any org type could register to do this task. SP04Hold Community Meetings (final meeting) Pre-Appeal Study Task Lead SP04 Where are you in the Workflow?

  8. Hold Final Community Meetings MANAGE POST PRELIMINARY PROCESSING Pre-Appeal Study Task Lead SP04 (Continued) Select a community and enter the details of the meeting. Indicate whether or not the invitees attended the meeting. Check “Meeting Minutes Collected” as meeting minutes are required and enter the name and organization of the person receiving the minutes. Provide a brief summary of the meeting in the space provided. Click “Add Meeting” and repeat for each meeting that was conducted. Multiple meetings cannot be added for the final meeting. There is only one final meeting.

Determine if Appeal Period is Required MANAGE POST PRELIMINARY PROCESSING The Determine if Appeal Period is Required screen allows the Pre-Appeal Study Task Lead to document whether or not a 90-day appeal period is required for all communities in the study project. Note: If the preliminary FIRM (or revised preliminary) changes the BFEs, a 90-day appeal period is required. If a revised preliminary study project is created but the BFEs don’t change from the original preliminary, a 90-day appeal period may not be required. Take the time to complete the short Self Quiz on the following page before proceeding to the next training module.
