  3. APPLICATION PROCESS121 / 125 / 135 AIR CARRIER/OPERATORCERTIFICATION • The certification Process provides interaction between Applicant and GACA. from Initial Inquiry to Certificate Issuance • The process consist of 5 Phases with 3 Gates

  5. Pre-Application Phase / Gate 1 • Submit Pre-Application Letter • Submit Pre-Application Statement of Intent • Attend Pre-Application Meeting If continuing • Make application for Economic Authority • Submit Key Management Resumes for review • Submit proposed Schedule of Events

Formal Application Phase / Gate 2Page 1 • Submit Formal Application Letter • Facilities Selection for Training & Maintenance • Submit General Operations, Maintenance & Training Manuals • Submit Initial Compliance Statement • Submit Formal Schedule of Events • Submit Aircraft Purchase / Lease Documents

  8. Document Compliance Phase • Submit draft Operations Specifications • Submit Maintenance & Training Contracts • Submit Proving Test Plan • GACA will review all previously submitted Manuals.

  9. Demonstration & Inspection Phase • Inspect Training Facilities, Schedules and Curriculums • Observe Training • Aircraft Conformity Inspections • Base of Operations Inspections • Maintenance Base Inspections • Records Review • Emergency Evacuation Demonstration • Aircraft Proving Test

Gate 3 • All Manuals reviewed, approved or accepted as required. • Training Programs Approved & Staff Trained • Maintenance Programs Approved & Conformity Checks completed. • All Facilities Evaluated • All Personnel Evaluated & Tested • Exemptions & Deviations request resolved. • Final Compliance Statement accepted. • Evacuation Demonstration Completed. • Proving Test schedule reviewed and accepted. • Proof of Economic Authority provided.

  11. Proving Flights Test • Minimum 25 Hours on normal routes • 5 Hours at Night. • 5 Instrument Approaches

  13. This Certification CD • The following material is on this CD and may be used by the applicant to develop their own documentation and certification program. These are guidelines only, each operator must design their own documentation to fit their particular proposed operations.
