4. Gasopslag Beleid: Het kabinet werkt met marktpartijen aan de uitbouw van Nederland als gasrotonde. Er wordt een aantal maatregelen genomen om de werking van de Nederlandse gasmarkt te verbeteren en samen met buurlanden wordt gewerkt aan het wegnemen van belemmeringen in grensoverschrijdende gashandel.  Nog dit jaar wordt een overlegplatform opgericht om voorstellen voor verdere uitbouw van de gasrotonde te ontwikkelen. Via relevante ambassades worden buitenlandse investeerders voorzien van informatie over investeringsmogelijkheden in de Nederlandse gasrotonde. Samen met betrokken partijen bezint het kabinet zich op de toekomst van het gasgebouw; het publiek/private samen¬werkings¬¬verband waarin de Staat samen met Shell en ExxonMobil werkt aan de winning en afzet van het gas uit het Groningenveld. Wat is de ‘gasrotonde’? (referentie (gasunie site)Met een centrale ligging van het Gasunie-net in Noordwest Europa, de kwaliteit en de vertaktheid ervan, de ruime mogelijkheden voor ondergrondse opslag in de Nederlandse bodem en de aanwezigheid van een open gasmarkt positioneert Nederland zich als de ‘gasrotonde’ van Noordwest-Europa. Nabijgelegen gasvoorraden slinken terwijl het aandeel langeafstandgas in de gasvoorziening van Europa toeneemt. Hierdoor groeit het belang van een logistiek draaipunt dat in dit deel van Europa niet alleen gasstromen uit verschillende aanvoerrichtingen kan verwerken, maar daar ook flexibiliteit aan toe kan voegen. Gasunie werkt aan de continuering en versterking van deze strategische rol, die ook door de Nederlandse overheid wordt ondersteund. Onder meer is de onderneming actief in de aanleg van een onderzeese transportleiding naar Engeland (‘BBL’), de aanleg van cavernes voor ondergrondse opslag en met plannen voor de bouw van een terminal voor vloeibaar aardgas (‘GATE’). Een goed functionerende gasrotonde draagt bij aan een verdere integratie van de gasmarkt, een verbeterde voorzieningszekerheid van Nederland en de waarde van het bedrijf. 6. CO2 Storage • Het kabinet wil van Nederland een van de schoonste en zuinigste energielanden in Europa maken. In het werkprogramma 'Schoon en Zuinig: Nieuwe energie voor het klimaat' beschrijft het kabinet de ambities voor onder andere energiebesparing, duurzame energie en opslag van CO2 in de grond. Minister Cramer (VROM) coördineert het project 'Schoon en Zuinig' dat wordt uitgevoerd door zeven ministeries. • Legislation • Momenteel is er op het gebied van wetgeving veel activiteit om deze af te stemmen op gasopslag. 9. Geothermal Energy Geothermal Energy in the Netherlands In the Netherlands, the use of the shallow subsurface (generally down to 500 m depth) for extraction and storage of heat is well established. The use of hot ground water for balneological (spa treatment) purposes is modest; two thermal baths use water from Eocene sands at depths between 600 and 750 m, while two others exploit water from Carboniferous lime stones at 400 m depth, and from Permian sediments at 900 m depth, respectively. Groundwater at greater depths is a potential source of energy. Based on subsurface temperature data, several evaluation projects were carried out in the 1980s, ultimately resulting in a number of inventory and feasibility studies. In 2006 the first exploration licence was granted, and a number of projects are being evaluated. Garantiefonds ???? Geothermal Energy Legislation (Mining Act) Aanvraag vergunningen voor opsporen en winnen The exploration and production of mineral and geothermal resources require an appropriate permit from the Dutch Minister of Economic Affairs. The procedure to apply for such a permit is outlined in chapter 2 of the Mining Act (articles 14–17 in particular) and detailed in chapter 1 of the Mining Regulations. Section 1.2 and 1.3 and appendices 1 and 2 of the Mining Regulations contain a summary of the information that must be provided with a permit application. Practical explanation of the procedure by the Ministry of Economic Affairs Article 1.3.1 of the Mining Decree states that an applicant for an exploration licence will have to submit a geological report. The contents of this report are described in sub 2d.
