Increased research capacitiy of European Regions • Aim: • to intensify role of RTD in economic development • to invest in research • Actions: • to improve links between stakeholders • to foster transnational cooperation • to enhance mutual learning of regional actors • to exchange experience and best practice • to develop joint action plans

Cohesion Policy 2007-2013 – key figures: TOTAL BUDGET : € 347 billion Three objectives: • Convergence (regions with GDP of less than 75% of EU average): € 282.8 billion = 81.5 % of total • Regional competitiveness and employment (168 regions): € 55 billion = 16% of total • Territorial Co-operation (cross-border, trans-national, inter-regional): € 8.7 billion = 2.5% of total See: http://ec.europa.eu/regional_policy/policy/object/index_en.htm

FP 7 has a new regional dimension, under “Capacities” … while Structural Funds will reinforce R&D investment R&D, innovation and entrepreneurship as the first priority in Convergence regions Innovation and the knowledge economy as the first priority for the competitiveness and growth objective Earmarking: at least 60% or 75% of funds for Lisbon priorities Complementary funding where possible … but no double funding FP7 and the Structural Funds: more synergies

I – Regions of knowledgePolicy context The "Regions of Knowledge" initiative responds to a need to increase the overall capacity of regional players to enhance science and technology for economic development of all European Regions Expected Outcome improve links between stakeholders and local business community foster transnational / cross-border cooperation enhance mutual learning of regional actors exchange experience and best practice

I – Regions of knowledgeFunded Activities • (coordination and support actions – CSA) • Analysis, development and implementation of research agendas • Mentoring of regions with a less developed research profile or mutual learning • Initiatives to improve integration: definition of joint action plans, together with business plans – following SWOT analysis and definition of RTD needs • Dissemination activities

II -RESEARCH POTENTIAL • Two objectives for CONVERGENCE & OUTERMOST regions only : • to stimulate the realisation of the full research potential by unlocking and developing the research potential in the EU’s convergence regions and outermost regions • to strengthen the capacities of their researchers to success fully participate in research activities at EU level

RESEARCH POTENTIAL 1 • Unlocking and developing the research potentialin the EU’s convergence and outermost regions • Activities • Exchange of know-how and experience through trans-national two-way secondments of research staff Recruitment of incoming experienced researchers • Acquisition, development or upgrading of research equipment for the selected centres • Organisation of workshops and conferencesto facilitate knowledge transfer at (inter)national level • Dissemination and promotional activities • Participants • Any existing and autonomous public or privateresearch entity in the eligible regions

RESEARCH POTENTIAL -2 • Providing evaluation facilities for research organisations in the EU’s convergence and outermost regions • Activities • Evaluation of research quality and infrastructures by high level independent experts (SWOT analysis) • Preparation of an Action Plan to upgrade and reinforce its RTD potentialby the selected centre • Participants • Public or private research centrein the EU'sconvergence regionsandoutermost regions

I – Regions of knowledgeLessons learnt – 2008 calls (1) Scope of calls 1): FP7-2008-Regions-1 : Analysis, mentoring, integration of research agenda's and definition of Joint Action Plans( 9.3 M €) FP7-2007-Regions-2: Facilitating the emergence of new clusters and mutual exchange of information (0.8 €) Two thematic priority options for both calls: Maximising the benefits of research infrastructures […as a catalyst] for regional economic development Regional contributions to the reduction of CO2 emissions[enhancing the use of energy efficient technologies, meet increasing energy requirements of regional actors, system approach]

FP7-REGPOT-2007-1Lessons learned (2) • Tremendous increase of proposals received (475 – REGPOT 1; 30 – REGPOT 2) • 32 REGPOT 1 and 7 REGPOT 2 projects under negotiation • All FP7 Thematic Domains represented • High increase of demand for independent evaluation facility • 11 Members States and 4 Associated Countries represented in successful REGPOT 1 proposals • Excellent collaboration with World Class Institutions from Europe as well as SMEs and stakeholders • Very high oversubscription for REGPOT -1(success rate about 7 % of evaluated proposals) Disclaimer: not legally binding, inofficial and unpublishable information
