  2. 1975 Mona Painter and Jean Romig tried for 2 years to get a path through Cooper Landing. • 2009 July. Cooper Landing he Native Village of Eyak and a non-motorized transportation plan to formulate a vision and plan for CL. A copy has been made available to you. • 2009 November. voted on their priorities for the 17 projects outlined in the plan. A path through Cooper Landing anThe community d neighborhood paths were #1 and #2 priorities. 50 people voted. • 2009 Cooper Landing community’s #2 priority for Capital Improvement Project was Walkable Project. • 2010 Spring. The plan was adopted by ordinance into the Transportation Section of the Kenai Borough Comprehensive Plan. Assembly member Sue McClure sponsored the resolution. 29 community members attended from ages 24 - 93 ! • 2010 Summer. 2.38 M awarded for Snug Harbor Road pathway and pavement to Senior Housing. Const: 2015 • 2010 Fall. Partnering Event. Agencies and legislators were brought together to help us formulate next steps. • 2010 and 2011 Cooper Landing community’s #1 priority for Capital Improvement Project was Walkable Project. • 2011 April. A community event was held to formulate trail name and vision. • 2011 Spring. Application for STIP was made. Cooper Landing WC Project placed 4th in their region and 10th Statewide with competition from Fairbanks, Ketchikan and Kodiak. Lowest scores were obtained from not receiving any Borough funding for project. • 2011 Fall. Waiver granted from Federal Highway Administration to AK DOT allowing minimum repavement MP 45-60.

  5. 2010 Spring. The plan was adopted by ordinance into the Transportation Section of the Kenai Borough Comprehensive Plan.

  7. 2010 Summer • 2.38 M awarded for Snug Harbor Road pathway and pavement to Senior Housing. • This funding is through the US Forest Service “Forest Highway Program”. The Cooper Landing Community Club submitted this proposal in 2010. • Construction to begin 2015

  8. 2011 April. A community event was held to formulate trail name and vision.

  9. 2011 Spring.STIP Process • Application for STIP (statewide transportation improvement project) was submitted Fall of 2010. • Cooper Landing WC Project placed 4th in their region and 10th Statewide with competition from Fairbanks, Ketchikan and Kodiak.

  10. CURRENT ProJects: • PROJECT 17. (#2 priority): Neighborhood Pedestrian Facilities: SNUG HARBOR ROAD/Forest Highway Award Update • PROJECT 14. Provide interpretive material at Bridge and within the community. Sign project underway with Kenai Mountain Turnagain Arm Historic Corridor grant. Completion scheduled for July 2012. • Repavement project scheduled for MP 45-60 to start summer 2012. Waiver (see handout) granted from the Federal Highway Administration to allow minimal repavement and no rehabilitation which would have allowed for enhancements such as shoulders, and possible pathway.

  11. 3 years priority • Cooper Landing Community’s Priorities: • #2 (2009) • #1 (2010, 2011) • Priority for Capital Improvement Project was Walkable Community for the last 3 years.

  12. 50 years and nothing done yetall of the projects in the plan exist within the current right of way.

  13. What can you do? What can you do and how can you help us? 1.We would like your support for the $600,000 we requested for our Capital Improvement Project to upgrading existing safety path and provide a gateway project. Resolution 2012-001 recognizes our project. 2.We want you to continue this support working with Borough Administration and our Legislators to realize our funding requests in the FY 2013 Budget.

Walkable As you can see by referencing the waiver letter, that the proposed Bypass project of 25-35 years continues to be a rational for postponing or negating any improvements in our community, This falsely assumes that our community does not need improved safety for motorists and non-motorized users. We have always taken the position that our project is needed with or without a bypass. Because of heavy tourist use, community need, and the 6,000 Princess Cruise Line Bus users and the many seasonal workers who come without vehicles, our community needs safe and healthy passage, whether walkers, or bikers, or strollers.
