  1. San Mateo County Transportation Programs Climate Impact Report Resource Management and Climate Protection (RMCP) Committee Betty Seto, Head of Department RICAPS technical assistance is available through the San Mateo County Energy Watch program, which is funded by California utility customers, administered by Pacific Gas and Electric Company (PG&E) under the auspices of the California Public Utilities Commission and with matching funds provided by C/CAG.

  2. Background and Context • Part of Countywide Sustainability and Climate Planning • New state climate target (SB 32): 40% below 1990 levels by 2030 • Identify how County efforts support city efforts for emissions reductions related to transportation • Publication Purpose: • Identify how San Mateo Countywide Transportation Plan (SMCTP) 2040 supports state climate targets for 2030 and beyond, including other efforts such as Alternative Fuels Readiness Plan (AFRP) • Quantify contributions to reduction of GHG emissions countywide • Emphasize how cities can support implementation of C/CAG programs

  3. San Mateo Countywide Transportation Plan (SMCTP 2040)Adopted February 2017As a long-range, comprehensive transportation planning document.

  4. San Mateo Countywide Transportation Plan (SMCTP 2040)Adopted February 2017As a long-range, comprehensive transportation planning document. Step 1 – Does the SMCTP 2040 hit the state goal? Calculating the Greenhouse Gas Impact of the SMCTP 2040 VMT x MTCO2e/VMT = MTCO2e

  5. Developing the Publication: Step 1 – Does SMCTP 2040 hit the state goal? VMT MTCO2/VMT Estimated using CARB EMFAC2017 (v.1.0.2) For San Mateo County (2005, 2015, 2040) 2 Estimated based on MTC ratio of VMT from 2005 to 2015 3 Estimated as 15% below 2005 levels

  6. Developing the Publication: Step 1 – Does SMCTP 2040 hit the state goal? Gap to 2030 and 2040 targets

  7. Developing the Publication: Step 2 – What is needed to achieve the state climate goal? • Assuming the VMT scenario is set: based on the SMCTP 2040 • EMFAC2017 assumptions related “clean vehicles” • 2040: 4.5% of VMT are electric vehicles

  8. Developing the Publication: Step 2 – What is needed to achieve the state climate goal? • EMFAC2017 assumptions related “clean vehicles” • 2040: 4.5% of VMT are electric vehicles San Mateo County - DMV Registration Data Total registered vehicles = ~700,000 About 2% of vehicles are plug-in electric

  9. Developing the Publication: Step 2 – What is needed to achieve the state climate goal? • Assuming that VMT scenario is set by SMCTP 2040: • Focusing on electric vehicle and clean vehicle penetration as the key opportunity – what is needed?

  10. Developing the Publication: Step 2 – What is needed to achieve the state climate goal? 45% electric vehicle needed 60% electric vehicle needed Compared with 2% electric vehicle penetration (1/2018)

  11. Developing the Publication: Step 2 – What is needed to achieve the state climate goal? • Emphasize SMCTP 2040 strategies for VMT reductions • Integrate Vision, Goals and Objectives related to GHG emissions reductions • Look to Alternative Fuels Readiness Plan (2015) • Research report • Identified recommended Next Steps: • Educate and train government staff on issues related to alternative fuels • Implement the outreach and marketing strategies • Introduce initiatives to increase alternative fuel vehicles in San Mateo County fleets • Explore public-private partnership opportunities Note that AFRP doesn’t include numerical targets for EVs or other clean vehicles

  12. C/CAG Transportation Programs Climate Impact Report Climate Action Strategies SMCTP 2040 Categories and AFRP

  13. C/CAG Transportation Programs Climate Impact Report • Introduction – Background and Context • Our Countywide Transportation Emissions • Transportation Climate Action Strategies 3.1 Land Use 3.2 Bicycles 3.3 Pedestrians 3.4 Public Transportation 3.5 Transportation System Management 3.6 Transportation Demand Management 3.7 Parking 3.8 Modal Connectivity 3.9 Clean Vehicles • Implementation and Next Steps • Conclusion

  14. Next Step: What is needed to achieve the state climate goal? • Emphasize SMCTP 2040 strategies for VMT reductions • Implement the San Mateo Countywide Transportation 2040 Follow-Up Action Plan (Nov 2018) • Complete “next steps” identified in the Alternative Fuels Readiness Plan (2015)

  15. Publication Schedule • Collect input and feedback by Friday 11/30 (?) • Target December 2018 C/CAG Board meeting
