AONBs-Wildlife, Wild PlacesReview 2004/05 • First time Conference has specifically focussed on wildlife/biodiversity • However it underpins all the work of AONBs and Management Plans and our interest in working with local communities. • Natural Beauty = wildlife ( legislation says so!) • Appropriate that we focus on one of our core objectives at time change and creation of Natural England

  3. AONBs -Wildlife, Wild PlacesReview 2004/05 • A year of preparing for change - for Association and AONBs • Driven by Governments Rural policy following Lord Haskins Report • Assoc. tried to ensure AONB interests not lost in discussions about NE

AONBs-Wildlife, Wild PlacesReview 2004/05 • Not only important issue however • Steady flow consultations ranging from directly relevant issues such as Planning Policy Statements to less obvious like Gang-master Regulations and Air Space Management! • Evidence that views of Association and the Planning Working Group are being taken into account in final documents

  5. AONBs-Wildlife, Wild PlacesReview 2004/05 • Consultations : • EU Rural Development Regulation • CCW performance review • State Aids • PPS9:Nature Conservation • Planning Obligations • Development Control • Waste Management • CRoW Rights of Way Implementation: Several papers

  6. AONBs-Wildlife, Wild PlacesReview 2004/05 • One most important was Guidance on Sec 85 from NAW and DEFRA • Section85 weak but important lever • Ministers and DEFRA made aware of difficulties in persuading some public bodies of its relevance.

AONBs-Wildlife, Wild PlacesReview 2004/05 • Ministers were very supportive and produced the published Guidance in March • Association still concerned that some bodies operating outside normal development control not subject to Sec 85 e.g. BT • Natural Environment Bill chance to extend scope Sec 85. Need all political support and pressure we can muster

AONBs-Wildlife, Wild PlacesReview 2004/05 • FLD, NAAONB and CNP used Sec 85 and NP equivalent to persuade OFGEM to support under-grounding electricity cables. • Hoping to open similar discussions with OFTEL. • Accord with English Heritage and CADW has already resulted in a quality publication making link between AONBs and Cultural Heritage. More planned.

AONBs-Wildlife, Wild PlacesReview 2004/05 • Association building ability to help members deal with the development of regional government in England and results of NP Review in Wales. • Agreement with AONBs in SE and SW of England on Regional coordinators to support work of all Protected Areas interests in Region. • Some parallels with Wales, but some major differences

  10. AONBs-Wildlife, Wild PlacesReview 2004/05 • Continued national training programme • Worked with CA and CCW to produce the AONB Induction Pack • Organised meetings on • Planning • Sustainable Development • Chairmen and Chief Officer Briefings

AONBs -Wildlife, Wild PlacesReview 2004/05 • Major Success for Association was agreement by Ministers to a Sustainable Development Fund for AONBs in England • Challenge now to use the money to meet expectations raised during lobbying by Association over four years! • Recognise problems of short term funding and pressing for long life package

AONBs -Wildlife, Wild PlacesReview 2004/05 • Conclusions Conference 2004 was need to engage with wide range communities. • Association aware that all AONBs work in close partnership with local communities. • Not yet met challenge to made strong links to other communities/groups outside AONB. • Outdoor Show one way we can reach wider communities as might using 50th anniversary of first AONBs basis of major media campaign. • Some slow progress; SDF may help accelerate progress.

  13. AONBs-Wildlife, Wild PlacesReview 2004/05 • All AONB area likely to be important in achieving DEFRA Public Service Agreement targets, especially: • PSA 3. Care for our natural heritage, make the countryside attractive and enjoyable for all and preserve biological

  14. AONBs-Wildlife, Wild PlacesReview 2004/05 • Wildlife is major components of all beautiful landscape. • AONBs make up @ 15% England &Wales • 25% of SSSIs are in AONBs.

  15. AONBs -Wildlife, Wild PlacesReview 2004/05 • Conference 2005 gives chance to explore how best to use our Biodiversity/Nature Conservation objectives to forge community involvement across wide spectrum of public.

  16. AONBs-Wildlife, Wild Places Review 2004/05 • AONBs good Value for Money • Queen costs state 62p/person/annum • NPs cost 82p/p/a • AONBs now cost 20p/p/a (Thanks to major increase for SDF and Projects in England) • Ambition is to get it to 35p/p/a
