The Climate In Washington State • 400,000 working adults do not have a high school diploma • An additional million adults lack education beyond high school • Only 13 percent of ESL students and 31% of ABE students continued on to college-level work.   6. Research Findings: The Tipping Point “…one year of college level credit plus a credential made the biggest difference or “tipping point” in earnings after leaving college. Creation of I-BEST …I-BEST pairs workforce training and ABE or ESL so students learn literacy and workplace skills at the same time. • Adult literacy and vocational instructors work together to develop and deliver instruction. • Colleges provide higher levels of support and student services to address the needs of non-traditional students. Student Success The Columbia University’s Community College Research Center’s evaluation of I-BEST validated the earlier research findings of the Washington State Board for Community & Technical Colleges: • I-BEST moves low skilled students farther and faster in college-level work. • I-BEST students are more likely than others to: • continue into credit-bearing coursework • earn occupational certificates • make point gains on basic skills tests • Persist into their second year Cengage Course Technology Conference 2012, San Antonio, Texas

Why I-BEST?Enhanced FTE Funding • Washington State colleges are reimbursed at 1.75 times the normal rate per full-time equivalent student. • Caveats • No requirement that the colleges apply the FTE funds to I-BEST programs. Therefore, I-BEST programs do not necessarily directly benefit from the extra funds. • Some colleges reported that the FTE funding did not fully cover I-BEST expenses. • Enhanced funding model for I-BEST was only an incentive when colleges were in danger of not meeting enrollments. Why I-BEST?Performance (Student Achievement) Rewards:Momentum Points I-BEST students can help increase the number of momentum points that a college is awarded via multiple benchmarks: One point is awarded each time a college student: • Makes nationally recognized standardized test gains in math or in English language reading or listening as measured by pre- and post-testing or by earning a GED or high school diploma • Passes a remedial math or English course with a qualifying grade to advance toward college-level work • Earns the first 15 college-level credits • Earns the first 30 college-level credits • Completes the first 5 college-level math credits • Earns a certificate backed by at least one year of college, earns a two-year degree or completes an apprenticeship http://www.sbctc.ctc.edu/college/education/momentum_point_calculation_mar07.pdf Cengage Course Technology Conference 2012, San Antonio, Texas

I-BEST Model Requirements • College-level Professional Technical Credits that are part of a career pathway • Students qualify for federally supported levels of basic skills education • Students pre-tested using CASAS • Minimum of 50% overlap of basic-skills instructor and professional-technical instructor in the same classroom • Integrated program outcomes and joint planning, instruction, and assessment • I-BEST programs must appear on the demand list for the local area and meet a minimum set wage. Structuring the administrationof I-BEST programs: Common Structures: • I-BEST is housed in the basic skills division(21 colleges) • I-BEST is jointly administered by the basic skills division and the professional-technical departments (6 colleges) • I-BEST is housed and managed in professional-technical departments (7 colleges). SCCC I-BEST programs used to be managed by the Basic & Transitional Studies Division. Now they are managed by the Workforce Education Office. Intake of I-BEST Students • Presentations to students in existing ABE/ESL program courses by one or more of the following: • I-BEST coordinator • I-BEST instructors • Current I-BEST students • Screening • CASAS (standardized reading, listening, and math tests) • Interview Process Check to see that student meets all the eligibility requirements and communication ability (informal) • Keyboarding, basic technology, reading/writing checkStudent asked to read and summarize a passage from an IT program textbook. MOS Certification Outcome • MOS testing vouchers were bundled with the textbook(1 attempt). • Very few students were passing the MOS and students couldn’t afford the cost to retest. • New 2-credit test/certification-prep courses were established: • test taking strategies, • Certiprep Practice Tests • Simulated tests (timed) • Increased success of MOS pass rate—almost 90-100% ! The Next 3 Years: I-BEST Across the Nation I-BEST is also being considered for replication in 11 other states under the Accelerating Opportunity initiative. • Accelerating Opportunity (AE) is managed by Jobs for the Future (JFF), in partnership with the Washington State Board for Community and Technical Colleges, the National Council for Workforce Education, and the National College Transition Network. • An unprecedented philanthropic investment in ABE, AE is funded by the Bill & Melinda Gates Foundation, The Joyce Foundation, the W.K. Kellogg Foundation, the Kresge Foundation, and the Open Society Foundations. • This multi-state initiative seeks to: • Fundamentally change the way Adult Basic Education (ABE) is structured and delivered at state and institutional levels; and • Promote state and institution policies to dramatically increase the number of individuals who complete credentials of value in the labor market. • During the three-year implementation phase, these states will: • Develop and scale-up integrated college and career pathway designs that result in more ABE students completing credentials valued in the labor market; and • Promote state and institution policies that support the implementation and scale-up of these designs.
