Legal framework, principal functionsand structure • The Law on Protector of citizens, 2005 -legal status confirmed in the new Constitution, 2006 • controls the legality and regularity of public administration • preventive acting (good services, mediating between citizens • and administration • own legal initiatives and opinions to Government and Parliament • on legislation under preparation • initiates the law constitutionality before the Constitutional Court • Deputy for the Rights of the Child - elected by the Parliament- • five years term • Department for Children’s rights (5 associates plus logistic from • other units) • Council for the Rights of the Child as consultative body

Scope of competences of the Ombudsperson in handling individual complaints • reviewing of cases (submitted by citizens/children or by its own • initiative) • undertaking investigation • giving recommendations to certain public body to eliminate • violation of rights (only 3 of 23 were not fulfilled) • In 2009 – 158 cases (146 upon complaints; 12 own initiative) • in 2010 (up to July 31) – 92 cases (80 upon complaints; 12 own • initiative)

Expressed opinions, statements, policy recommendations and/or proposals for legislative and/or other reforms • established Expert group to draft the Law on the Rights of the • Child (comprehensive umbrella law) • launched several initiatives for changing current laws • gave amendments to several laws regarding education Research, investigation, studies 1. The “Missing babies” case - Special Report to the Parliament submitted - Recommendations to several ministries 2. A child-friendly justice - research in the frame of CoE Project – 715 questionnaires fulfilled – 18% of total

Communication, Promotion and Publications Activities carried out to mark the 20th Anniversary of the International Convention on the rights of the child Semi – postal stamp dedicated to street children - Government approved the initiative - printed in 600.000 copies - general public sensitize for street children phenomenon - income of 60.000 euros for running drop in centers in 3 big cities in 2010 Web page www.pravadeteta.rs (child's rights web page), has beencreated and is in function only in Serbian, in child friendly language

  6. Other activities  Innovative projects/good practices •   “Youth panel” project has beenlaunched: • an advisory body to the Ombudsman/Deputy • consists of 30 children age 13-17 • operational from November 20, 2010.
