  1. Research funding challenge to enable key research for climate services? • Attract stakeholders (public, private, community) to co-design research question and to co-produce scientific information relevant for users • Provide arena of dialogue at national, regional and international level between users and scientists • Identifycommon time and space scales of interest • Reckon inter- and trans-disciplinary in scientific evaluation and carrier • Need specific research funding tools or programs to promote these issues Patrick Monfray, 01jul13 Belmont Forum co-chair

  2. How can international coordination help? What opportunities ? • The S&T Alliance for Global Sustainability promotes inter- and trans-disciplinary research on environment-development issues, see http://www.stalliance.org/future-earth-initiatives • One Alliance member, the Belmont Forum (key funders from G8+BRICS+EU) supports multinational teams for knowledge sharing, comparative approaches and foresight, via CRA • Belmont Forum CRA (Collaborative Research Action) relevant for GFCS: • 2012: Freshwater security and Coastal Vulnerability • 2013: Data and cyber-infrastructure • 2014 (tbc): Seasonal to decadal predictability of regional climate, Arctic observing system and sustainability science igfagcr.org/belmont-forum

  3. Extra slides on Belmont Forum

  4. IGFA/Belmont Forum : a key funders group • World’s major and emerging funders of global environmental change research, and international science councils • Initiated in 2009, by NSF (US) and NERC (UK) • Acting as Council of Principals for IGFA, a larger group of funding agencies group since 1990s • Australia/CSIRO • Austria/BMWF, IGFA repr. • Brazil/FAPESP • Canada/NSERC • China/NSFC • European Commission/DG R&I • France/CNRS&ANR, co-Chair • Germany/DFG&BMBF • India/MoES • Japan/MEXT&JST • Norway/RCN, IGFA repr. • South Africa/NRF, co-Chair • United Kingdom/NERC • United States/NSF • International Council for Science (ICSU) • International Social Sciences Council (ISSC) >>> IGFA/Belmont Forum members represent only 5 to 20% of funders in their own country or region, … but action oriented igfagcr.org/belmont-forum

  5. Collaborative Research Actions (CRAs) • Multilateral call for teams from 3+ countries, inter- and trans-disciplinary • Open to any funders beyond IGFA/BF • All common (scoping, call, selection, follow-up) … except the money (no across nations)

  6. 2012 CRAs call (20M€) • Freshwater Security (NSF lead), joint with G8HORCs • Coastal Vulnerability (NERC lead), joint with G8HORCs, synchronized with FP7 • 137 pre-proposals, 1109 partners from  50 countries • 52 full proposals, ≈13 selected for ≈20M€ • Projectswill run from 2013 to 2016, withjoint follow-up sessions

  7. 2013 CRAs call (2014 budget) • Food Security and Land Use Change (FAPESP lead), joint with JPI FACCE • Community building projects (12 to 18 months up to 150-300k€). • Medium to long-term integrated projects (3-5 years up to 2-3M€) • Call plan for July 2013 • Data and E-infrastructure (NSF lead) • International foresight, including EC (DG R&I) • Share experience at national and regional level • Propose international standards and best practices • Call for expert nominations (10 max per country, summer 2013)

  8. 2014 CRAs under instruction (2015 budget) • Biodiversity and Ecosystem Services : Improving our Capacity to Predict Global Changes, (lead ANR-DFG), joint with ERANET BIODIVERSA ? • Pre-scoping Berlin (jun13) + Scoping Paris (oct13) • Climate Services : Seasonal to Decadal Predictability of Regional Climate, (lead ANR-MoES), joint with JPI Climate • Pre-scoping Paris (jun13) + Scoping Goa (oct13) • Arctic : Data Observing System and Sustainability Science, (lead NSF-RCN), joint with JPI Climate • Pre-scoping Vancouver (may13) + Scoping Oslo (oct13)

  9. Ways to impulse new CRA ! Future Earth Via Research Communities Belmont Forum High Impact CRA’s Scientific community IGFA Via Funders

  10. Some opportunities with Future Earth ? • Migration and Disaster Risks ? • Societies and Green Growth ? • Societal Transformations ? • Africa initiative, with AID agencies ? • Mediterranean Initiative ? • Environment and Health ? • Others to identify… !
